RESOLUTION NO. 22-1284 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING THE CITIES OF DUBLIN AND PLEASANTON DISASTER DEBRIS <br /> MANAGEMENT PLAN <br /> WHEREAS, the City of Pleasanton recognizes that debris removal is a major component <br /> of every disaster recovery operation; and <br /> WHEREAS, manmade and natural disasters can generate a substantial volume of <br /> debris causing considerable disposal challenges for local communities; and <br /> WHEREAS, having a coordinated plan in advance of a disaster event that can be <br /> immediately implemented will expedite the clearing of debris from public right of ways and allow <br /> the City to return to normalcy; and <br /> WHEREAS, the 2017 Tri-Valley Local Hazard Mitigation Plan identifies "Develop[ing] a <br /> Regional Catastrophic Debris Management Plan to minimize recovery time post-disaster" as a <br /> task under the "Hazard Mitigation Action Plan"; and <br /> WHEREAS, the City of Pleasanton partnered with the City of Dublin to develop a <br /> Disaster Debris Management Plan, which is attached as Exhibit A to this Resolution; and <br /> WHEREAS, the Cities of Dublin and Pleasanton Disaster Debris Management Plan <br /> (DDMP) provides a comprehensive framework for the management of debris following a <br /> disaster, and addresses the roles and responsibilities of City department, other government <br /> organizations, as well as private firms and nongovernmental organizations that might have a <br /> role in debris operations; and <br /> WHEREAS, the DDMP ensures consistency with current policy guidance such as the <br /> current Stafford Act Public Assistance Program policies contained in the June 2020 Federal <br /> Emergency Management Agency (FEMA) Public Assistance Program and Policy Guide; and the <br /> July 2007 Public Assistance Debris Management Guide (FEMA-325); and describes the <br /> interrelationship with other levels of government; and <br /> WHEREAS, the plan will continue to evolve, responding to lessons learned from actual <br /> disaster and emergency experiences, ongoing planning efforts, training and exercise activities, <br /> and federal guidance. <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: <br /> SECTION 1: Approves and adopts the Cities of Dublin and Pleasanton Disaster Debris <br /> Management plan attached hereto as Exhibit A. <br /> SECTION 1 Changes to the annexes and appendices, and non-substantive changes <br /> to the Cities of Dublin and Pleasanton Disaster Debris Management Plan, may be made without <br /> formal City Council approval. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on April 19, 2022. <br />
