BACKGROUND <br /> Founded in November 2021, the Three Valley Community Foundation (3VCF) is a <br /> newly created 501(c)(3) geographically-based community benefit organization serving <br /> Alamo, Danville, Dublin, Livermore, Pleasanton, San Ramon and Sunol, with a vision to <br /> enhance the quality of life in the Tri-Valley and greater East Bay area so that everyone <br /> has an opportunity to live a full and rewarding life. The foundation works with donors <br /> and non-profit organizations to achieve their impact goals through inclusive leadership, <br /> thoughtful funding, informed giving, and collaborative action. Specifically, the <br /> Foundation will actively engage its communities to develop creative solutions that <br /> address complex issues in the Tri-Valley region. <br /> At its January 18, 2022, meeting the City Council directed staff to bring forward for <br /> Council consideration, a request for one-time funding support of$50,000, based on a <br /> January 10, 2022, letter from the Three Valleys Community Foundation to the City <br /> Council (Attachment 1). The cities of Dublin and Livermore received a similar letter from <br /> 3VCF; in January 2022, Dublin's City Council approved the requested $50,000 to be <br /> allocated in equal payments over three years, beginning in 2022. <br /> DISCUSSION <br /> The City does not provide direct delivery of human services and relies on its non-profit <br /> organization partners to create a safety net of services for our residents; thus, there is <br /> merit in considering how the City may help to strengthen the local non-profit service <br /> network to increase capacity to meet the growing needs of our community. The current <br /> safety net infrastructure in the Tri-Valley generally provides one non-profit for each area <br /> of need, resulting in little duplication of services. The existing infrastructure becomes <br /> more vulnerable as non-profits struggle to find funding to meet the growing need; if one <br /> of these non-profits were to fail there would be a deep impact on our community. As <br /> such, a funding opportunity for a community benefit organization such as 3VCF may be <br /> impactful in strengthening the existing safety net infrastructure. <br /> Additionally, 3VCF can be used to facilitate donations to achieve community-desired <br /> initiatives. For example, 3VCF is accepting funds for the Dublin Fallen Officers Fund <br /> and the We are Pleasanton Fund for a collection of projects at Foothill High School. <br /> FUNDING <br /> Staff recommends that financial support to 3VCF would be provided in three equal <br /> annual installment payments as follows: <br /> • Payment 1 - $16, 666.67 available July 1, 2022 <br /> • Payment 2 - $16,666.67 available July 1, 2023 <br /> • Payment 3 - $16,666.66 available July 1, 2024 <br /> City staff will execute a Memo of Understanding Agreement with 3VCF (Attachment 2) <br /> outlining the provisions approved by the City Council. As part of the agreement, 3VCF <br /> will be required to provide an annual update to the Human Services Commission. <br /> Page 2 of 3 <br />
