AP-10 Consultation - 91.100, 91.200(b), 91.215(1) <br /> 1. Introduction <br /> The Consolidated Plan and Action Plan is an important document for the HOME Consortium. Built on <br /> interagency coordination, consultation, and public participation,the Consolidated Plan focuses attention <br /> on housing and community development needs and resources available to meet these needs. <br /> The FY 2020-2024 Consolidated Plan was prepared through consultation with other public and private <br /> entities. At the countywide level,the HOME Consortium Technical Advisory Committee (HOMETAC), <br /> composed of staff from all jurisdictions in the HOME Consortium, meet bi-monthly to provide policy <br /> input into the Action Plan planning process. Additional countywide consultation efforts are discussed in <br /> detail in the Alameda County section of the Consolidated Plan, which is an important document for the <br /> HOME Consortium. This Action Plan implements the Consolidated Plan priorities. <br /> Funding priorities are reviewed through two City commissions in addition to publication throughout the <br /> community and public hearing by City Council. The City commissions review process for the application <br /> review,funding recommendation and award are summarized as follows: <br /> • The City's Human Services Commission (HSC) is appointed by the City Council and holds public <br /> meetings monthly on the first Wednesday of the month. The HSC provides the main public <br /> forum for discussion of a range of issues related to public services in Pleasanton and the Tri- <br /> Valley region. Of specific relevance to the FY 2022/23 Housing and Human Services Grants <br /> (HHSG) Program,the various virtual meetings via Zoom were held: In collaboration and <br /> coordination with the cities of Dublin and Livermore, City staff held virtual meeting on <br /> December 9, 2021 to discuss the priorities for the upcoming Housing and Human Services Grant <br /> (HHSG) process. The HSC held a virtual meeting on February 2, 2022 to discuss the process for <br /> reviewing and evaluating applications for HHSG funding. The HSC then held another virtual <br /> meeting on March 2,2022 to recommend HHSG funding for projects that would be included in <br /> the next Action Plan. <br /> • The City's Housing Commission (HC) is also appointed by the City Council and holds public <br /> meetings monthly on the third Thursday of the month. The HC is similar to the HSC but focuses <br /> on housing-related projects and issues. At its March 17, 2022 virtual public meeting via Zoom, <br /> the HC developed a recommendation for HHSG funding for housing-related projects and <br /> programs to be included in the next Action Plan. <br /> • The City Council serves as the highest level decision making body for all matters related to the <br /> Consolidated Plan. The Council holds public meetings twice a month on the first and third <br /> Tuesday of the month. On May 3rd, 2022, City Council held a virtual public hearing via Zoom and <br /> approved recommendations for HHSG funding from the HSC and HC for projects to be included <br /> in the next Action Plan.
