would be able to provide legal representation when it takes place which is expected to be before the <br /> start of the next fiscal year of July 1, 2022. <br /> Chairperson Galvin noted that the commission was making a recommendation on funding allocations to <br /> City Council and that once approved by City Council agencies do not receive funds until they provide <br /> evidence of the services they have provided. He felt that if the county moratorium did not end, and the <br /> funds were not used by Centro Legal the funds recommended would be rolled-over. <br /> Commissioner Kripalani questioned if invoices provided to staff by agencies needed to be tailored and <br /> linked to services provided to Pleasanton residents. Chairperson Galvin advised that Mr. Hernandez <br /> receives pertinent information including names of individuals. Commissioner Kripalani indicated he was <br /> interested in learning names of people but whether there is a link and database showing services <br /> provided to Pleasanton residents for the funding received from Pleasanton. Mr. Hernandez provided <br /> details about the process noting that the City does not provide the agencies all the recommended <br /> funding amounts at the beginning of each year but requires them to submit invoices requesting <br /> reimbursement for the services they have provided. He indicated he would be able to review this <br /> process with commissioners at a future meeting. <br /> Commissioner Mohan felt the issue about strategy for the Housing Commission should be more about <br /> their mandate and what they should be putting focus on along with some metrics. He felt the issue was <br /> not going to go away and his suggestion was to have an agenda item, or some informal conversations <br /> to discuss what should be focused on, because without these commissioners were going to continue <br /> having these types of conversations. <br /> Commissioner Mohan indicated he has seen the work of some of the agencies, and the representatives <br /> are enthusiastic individuals who do what they do as a "labor of love" and deserve the funding being <br /> requested. He thought the issue at hand was determining what the direction of the Housing <br /> Commission should be, and this was something that should be discussed at a future meeting. <br /> Chairperson Galvin commented on the shortage of commission workshops, brought about because of <br /> the pandemic, and thought this was something needed so commissioners could become better <br /> educated about responsibilities, housing issues, etc. and how the charter of the commission has <br /> changed. He felt there was a need for a commission workshop and suggested to Mr. Hernandez that <br /> something be scheduled during the summer that would allow commissioners to discuss the issues that <br /> had raised. He then asked for a motion to approve funding recommendations. <br /> A motion was made by Commissioner Mohan, seconded by Commissioner Kripalani, recommending to <br /> City Council that the staff funding recommendations be approved. <br /> Commissioner Fischer suggested that a statement be added indicating the duplication of effort by <br /> ECHO Housing and Centro Legal with ECHO Housing providing more services for the Pleasanton <br /> community. The Recording Secretary asked Commissioner Fischer to confirm that she wished for her <br /> statement to be included in the motion. Commissioner Fischer confirmed she wished to include that <br /> ECHO Housing and Centro Legal have some duplication of effort and based on the data provided it <br /> appears ECHO Housing is providing more services in the form of counseling for the community. <br /> The motion was restated as: Commissioner Mohan made a motion, seconded by Commissioner <br /> Kripalani, recommending City Council approve the staff recommended allocation of Federal HOME <br /> Funds and City Lower Income Housing Funds related to the Housing and Human Services Grant <br /> (HHSG) Program for Fiscal Year 2022/23, and that they be notified about data that shows duplication of <br /> effort by ECHO Housing and Centro Legal with ECHO Housing providing more services in the form of <br /> counseling for the Pleasanton community. <br /> ROLL CALL VOTE: <br /> Housing Commission <br /> March 17,2022 <br /> Page 9 of 10 <br />
