BACKGROUND <br /> California law SB 1383 (Lara, Chapter 395, Statutes of 2016) was passed in September <br /> 2016 establishing methane emissions reduction targets in a statewide effort to reduce <br /> emissions of short-lived climate pollutants (SLCP) in various sectors of California's <br /> economy. The law went into effect on January 1, 2022. <br /> On June 15, 2021, the City Council adopted the SB 1383 Action Plan which outlines the <br /> City's plan for implementing the law including updating the City's Administrative Policy: <br /> Purchasing Procedures and Manual to comply with SB 1383 requirements. <br /> DISCUSSION <br /> SB 1383 requires jurisdictions to address and adequately resource the regulations set <br /> forth in the law. One of the areas included in the regulations relates to procurement <br /> requirements. Local jurisdictions are required to procure certain levels of materials <br /> derived from organic waste such as compost, renewable gas used for transportation <br /> fuels, electricity, heating applications, pipeline injection, or electricity from biomass <br /> conversion produced from organic waste. Additionally, the law requires each jurisdiction <br /> to procure recycled paper products consistent with the requirements of the Public <br /> Contract Code §22150 through §22154 and requires the jurisdiction to keep records and <br /> report on organic waste and recycled content paper purchases. <br /> The proposed amendments to the Purchasing Procedures and Manual will guide staff <br /> on implementing SB 1383 procurement requirements, which staff recommends Council <br /> adopt as set forth in the attached Resolution. <br /> Submitted by: Fiscal Review: Approved by: <br /> &12,0443 Gt4/3/6 <br /> Becky Hopkins Mahin .hah Brian Dolan <br /> Assistant to the City Manager Interim Director of Finance Interim City Manager <br /> Attachment: <br /> 1.
