Resolution No. PC-2021-11
Page Four
church will be compatible in size and scale with other existing facilities in the
neighborhood. As such, the Commission concludes this finding can be made.
6. Whether adequate public safety measures have been incorporated into
the design or the proposed development plan.
The Planning Commission finds the access to and from the site has adequate
circulation and turn-around area to serve fire trucks. The church would be
equipped with automatic fire sprinklers. The church would be required to meet
the requirements of applicable City codes, and State of California energy and
accessibility requirements. As such, the Commission concludes this finding
can be made.
7. Whether the proposed development plan conforms to the purposes of
the PUD district.
The Planning Commission finds the proposed PUD Development Plan Major
Modification conforms to the purposes of the PUD district. One of these
purposes is to allow for creative project design that takes into account site
constraints. The Planning Commission finds the proposed project would help
to implement the purposes of the PUD ordinance by allowing for flexible site
standards on the site, allowing the church in the flatter portion of the site near
Dublin Canyon Road while protecting Dublin Creek and approximately 9
acres to be retained by the existing church. Staff believes that through the
PUD process the proposed project has provided the applicant and the City
with a development plan that optimizes the use of this site in a reasonably
sensitive manner. As such, the Commission concludes this finding can be
made.
Section 3: The Planning Commission hereby recommends the City Council approve the
application for PUD Major Modification, PUD-114-01M, and Minor Subdivision, P20-
0995, as reflected in the plans dated June 2, 2021, to construct and operate a 9,792-
square-foot church and 24,971-square-foot multi-purpose building with gymnasium on a
4.3-acre portion of the 16-acre site located at 11300 Dublin Canyon Road, subject to the
Conditions of Approval in Attachment 1, attached hereto and incorporated into this
resolution by reference.
Section 4: This resolution shall become effective immediately upon its passage and
adoption.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of
Pleasanton at a regular meeting held on July 14, 2021, by the following vote:
Ayes: Commissioners Allen, Brown, Gaidos, Nibert, Pace
Noes: None
Abstain: None
Absent: None
loped area of the City and would not involve the
extension of any new public streets. The proposed church would be located
on the flatter portion of the site, allowing for a landscape buffer along Dublin
Canyon Road and protection of the area around Dublin Creek. The segment
of riparian area on-site would be set aside as open space. The proposed
ms to the General Plan Rural Density Residential land use designation,
with the remaining agricultural parcel with Open Space.
