Councilmember Narum requested a discussion about the deadline for existing parklet removal. She <br /> advised the end of January 2022 is likely more practical than January 7th if the new ones will not be <br /> installed until April. <br /> Community Development Director Clark clarified the new parklets will be designed where the streets <br /> can be maintained without complete disassembly whereas most of the existing parklets are not built in <br /> this fashion. She added the City does not know what lies beneath the existing parklets. She advised <br /> removing all of the parklets allows the City to perform a thorough comprehensive cleaning and <br /> maintenance. <br /> Councilmember Balch proposed keeping the January 7, 2022, removal date but allowing March 1, <br /> 2022, to be the installation date if a business goes through the design review process with an existing <br /> parklet. <br /> Mayor Brown advised this timeline is the best they can do and allows for the needed maintenance <br /> window. <br /> In response to Councilmember Testa, Ms. Campbell clarified by March 1, 2022, a redesigned existing <br /> parklet could be up-and-running through a design review process. She expressed confidence that staff <br /> could be ready to do this design review process soon, noting the online submittal process is already in <br /> place for other applications. She advised she can not guarantee the pre-approved design will be <br /> completed by March 1, 2022. <br /> The dais unanimously agreed on keeping the January 7, 2022, removal deadline. <br /> Councilmember Testa expressed support for having grant funds available to help cover construction <br /> costs. Interim City Manager Dolan clarified the City set aside $3 million for a business loan program, of <br /> which only $1.4 million has been expended. He advised if the City Council would like to use these funds <br /> for a grant program, staff recommends bringing it back to City Council. <br /> Councilmember Balch expressed support for a grant program to cover a portion of construction costs. <br /> Mayor Brown noted the City will not be collecting annual fees for the first year. <br /> The dais unanimously supported bringing the creation of a grant program back to the City Council. <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Testa requested support for the Our Neighborhood Voices Initiative resolution. She <br /> advised the item was discussed in November and went to the Legislative Subcommittee for review but <br /> a uniform recommendation was not received. She requested City Council support for placing it on the <br /> January agenda to vote on a decision to support the initiative. Councilmember Arkin and Mayor Brown <br /> expressed support for agendizing the item. Mayor Brown requested it is added to the January 4 <br /> agenda. <br /> Councilmember Testa requested a discussion to create an ordinance that would require there be a vote <br /> of the people on any decision that would come under SB 10. <br /> City Attorney Sodergren recommended providing additional information on SB 10 and the legal <br /> arguments that have been raised so the City Council can have the full picture before it decides to <br /> agendize the item. The dais unanimously concurred. <br /> Councilmember Testa expressed support for public notice of all ministerial projects since there will be <br /> no formal public review.
