RESOLUTION NO. PC-2021-04
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON
APPROVING ANIMAL USE PERMIT AND ADMINISTRATIVE DESIGN REVIEW
APPLICATIONS AT 751 CLARA LANE FOR GYRE RENWICK [P20-1058 AND P20-1059]
WHEREAS, on December 28, 2020, Gyre Renwick applied for Animal Use Permit and
Administrative Design Review approval to keep up to six farm animals within a proposed 550-
square-foot, 12-foot tall partially open-sided barn at 751 Clara Lane; and
WHEREAS, zoning for the property is PUD-LDR and PUD-OS (Planned Unit
Development — Low Density Residential and Planned Unit Development— Open Space)
Districts and Vineyard Avenue Corridor Specific Plan area; and
WHEREAS, the project is categorically exempt (Sections 15061(b)(3) General Rule and
15303, Class 3(e) New Construction or Conversion of Small Structures) from the requirements
of the California Environmental Quality Act (CEQA). Therefore, no environmental document
accompanies this report; and
WHEREAS, on February 24, 2021, the Planning Commission held a duly-noticed public
hearing and considered relevant exhibits, recommendations of the City staff concerning this
application, and received testimony from the applicant and interested parties.
NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of
Pleasanton, based on the entire record of proceedings, including the oral and written staff
reports and all public comment and testimony:
Section 1: Findings for Animal Use Permit Approval
With respect to the approval of the Animal Use Permit (Case P20-1058), the Planning
Commission makes the following findings as required by Section 18.124.070 of the Pleasanton
Municipal Code:
A. That the proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which the
site is located.
The Planning Commission found the request for an animal use permit conformed to the
purpose and objectives of the Zoning Ordinance, governing PUD, and Vineyard Avenue
Corridor Specific Plan. The Planning Commission found the type and number of farm
animals proposed would not be disruptive to neighboring residences, as conditioned,
and is incidental to the use of the property as a single-family residence. Therefore, the
Planning Commission was able to make this finding.
