BACKGROUND <br /> After 17 years as Pleasanton's City Manager, Nelson Fialho retired on November 30, <br /> 2021. Since that time, Assistant City Manager Brian Dolan has been serving as Interim <br /> City Manager. Over the past five months, with assistance from a professional executive <br /> recruiter, the City Council conducted an extensive recruitment to fill the position of city <br /> manager. This process resulted in the selection of Girard (Gerry) Beaudin as the <br /> successful candidate. <br /> DISCUSSION <br /> Mr. Beaudin earned a Bachelor of Arts with honors from Queen's University in Kingston, <br /> Ontario, Canada as well as a Master of Science in Planning from the University of <br /> Toronto. Mr. Beaudin is a graduate of the Senior Executives in State and Local <br /> Government program at Harvard University's Kennedy School of Government, and the <br /> Senior Executive Institute at the University of Virginia's Weldon Cooper Center for <br /> Public Service. He is also certified by the American Institute of Certified Planners and is <br /> a member of the International City/County Management Association. <br /> Building on his academic background and professional training, Mr. Beaudin has more <br /> than 19 years of public management experience with particular expertise in land use <br /> and community development. Notably, Mr. Beaudin served as Pleasanton's Director of <br /> Community Development between 2015-2019, where he oversaw such projects as <br /> expansion of the Workday headquarters campus and police service center, construction <br /> of Kottinger Gardens senior residential project, and development of Irby Ranch which <br /> includes the Sunflower Hill community. Mr. Beaudin transitioned from Pleasanton in <br /> 2019 to serve as the assistant city manager for the City of Alameda, where he has led <br /> implementation of organizational initiatives including a Climate Action and Resilience <br /> Plan, a pilot mobile crisis response unit, and a new waste, recycling and compost <br /> franchise agreement. <br /> Prior to roles with the cities of Pleasanton and Alameda, Mr. Beaudin's civic experience <br /> in California includes developing and implementing land use plans, projects, economic <br /> development strategies, community engagement initiatives, and public policy <br /> recommendations for the cities of Los Altos, South San Francisco, and Mountain View. <br /> During his tenure in public service, Mr. Beaudin has developed extensive experience <br /> working with elected and appointed officials, accompanied by an aptitude for forging <br /> community partnerships. He is an astute manager with a reputation for implementing <br /> organizational projects with a focus on attracting and retaining talented staff. Mr. <br /> Beaudin is well-versed on municipal budgetary processes having served as interim <br /> finance director; he has also periodically served as the acting city manager in <br /> Pleasanton and Alameda. <br /> Given Mr. Beaudin's prior position with the City of Pleasanton, he has a deep <br /> understanding of the Pleasanton community and of the city government organization. <br /> It is with these qualifications that Mr. Beaudin is well qualified to serve as Pleasanton's <br /> next permanent city manager. <br />
