BACKGROUND <br /> On December 21, 2021, the City Council approved a parklet program for downtown <br /> Pleasanton, including parklet Design Guidelines and permitting processes. The Council <br /> established two permitting processes: <br /> 1. A custom parklet design process, where restaurants can design and engineer <br /> their own parklets to the Parklet Design Guideline standards and apply for a <br /> permit through the Design Review process. The City has received two such <br /> applications at the time of report publication. <br /> 2. A standardized "off-the-shelf" parklet design package that includes engineered <br /> designs meeting the Parklet Design Guidelines, with the business responsible for <br /> the cost of constructing the parklet in accordance with the pre-approved design. <br /> This agenda item provides the standard parklet design package for City Council <br /> information and approval. <br /> DISCUSSION <br /> The Parklet Design Package was developed by Dahlin Group, Inc., a competent <br /> engineering firm, and provides detailed plans and specifications that account for <br /> conformance with Americans with Disabilities Act (ADA) requirements, safety, <br /> downtown streetscape aesthetics, and allows for proper maintenance. The design <br /> includes removable 4x8 flat boards along the length of the curb held down by 2 screws <br /> on either end that can be easily removed by the owner as needed to clean along the <br /> curb and 2 to 4 hatches are provided within the parklet area for easier cleaning access. <br /> The design package was reviewed internally across the City divisions and departments. <br /> Participating businesses may use this set of standard plans to construct a parklet to its <br /> specifications, with inspection by the City to ensure proper building and design <br /> conformance. The design is durable, attractive, and can be built with readily attainable <br /> materials at a reasonable cost. The estimated cost to build is $10,000 to $20,000 <br /> depending on the size of the parklet and which railing materials are selected. <br /> The pre-approved parklet design includes some customization options (e.g., planters, <br /> attachment points for lights, and built-in benches). The design also provides a limited <br /> range of alternative perimeter railing designs that an applicant may use in different <br /> combinations to provide some variation among designs, while still retaining a uniform <br /> aesthetic. The design ensures the aesthetics among the parklets are consistent and <br /> enhances the downtown streetscape, simplifies and streamlines permitting and <br /> inspections, and guarantees that the design, location, and size standards specified in <br /> the program guidelines are met. <br /> PUBLIC NOTICE <br /> Notice of this hearing was sent to property owners and tenants/occupants between <br /> Peters Avenue and the Transportation Corridor, and as far north as St. John Street and <br /> as far south as Old Bernal Avenue as shown in Attachment 2.
