26 <br /> THE CITY OF <br /> "1— gem s e <br /> -,_r ,"' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> April 19, 2022 <br /> Community Development <br /> TITLE: CONSIDER AND PROVIDE DIRECTION ON ADDITIONAL MEASURES <br /> FOR ACCESSIBILITY AND UNIVERSAL DESIGN IN NEW <br /> RESIDENTIAL DEVELOPMENT <br /> SUMMARY <br /> As part of the FY 2020/21 - FY 2021/22 work plan, the City Council directed, as a Priority <br /> "A", consideration of amendments to City standards and codes to enhance accessibility <br /> and universal design in multi-family residential development. Based on the requirements <br /> of State law with respect to local amendments to the California Building Code (CBC), <br /> which encompasses the requirements for accessibility in new residential construction, the <br /> City is limited in the extent to which it can impose accessibility requirements that are more <br /> stringent than the CBC. However, opportunities do exist to strengthen such requirements <br /> for additional types of residential developments, and to improve an existing condition of <br /> approval related to accessibility that has been negotiated for all recent large multi-family <br /> projects. <br /> RECOMMENDATION <br /> Provide direction to staff to proceed with the following to enhance accessibility and <br /> universal design in new residential construction: <br /> 1. Direct staff to draft and bring forward for consideration a Universal Design <br /> Ordinance for single-family, duplex and/or triplex units, including recommendations <br /> on mandatory versus voluntary features to be included. <br /> 2. Direct staff to develop and implement a Universal Design Checklist, which through <br /> a condition of approval would require developers of projects to provide a list of <br /> universal accessibility features available. <br /> 3. Direct staff to update the current condition of approval for multi-family projects over <br /> 15 units to include additional universal features or enhancements that may be <br /> offered within required adaptable units, with appropriate flexibility to modify such <br /> improvements to the needs of individual tenants or buyers. <br /> FISCAL IMPACT <br /> Implementing staff's recommendations would not have a fiscal impact on the City beyond <br /> staff time to develop and administer the updated requirements. Costs to install enhanced <br /> accessibility/universal design features would be the responsibility of developers, or if not <br /> mandatory and requested by homeowners in market-rate units a cost to the homeowner. <br />
