Introduced and waived full reading of Urgency Ordinance No. 2231 to amend Municipal Code <br /> Chapter 9.30 Water Management Plan to adjust irrigation restrictions and make other minor <br /> amendments <br /> 13. Adopted and waived full reading of Resolution No. 21-1265 authorizing Operations Services <br /> Department to apply for State Department of Water Resources grant funds for the PFAS <br /> Treatment and Wells Rehabilitation Project <br /> 14. Approved and authorized City Manager to execute the purchase order with Folsom Lake Ford for <br /> five Ford Police Utility Interceptors in the amount of$252,716.18, which includes a 15 percent <br /> contingency; approved and authorized City Manager to execute a purchase order with Lehr for the <br /> outfitting of five police patrol vehicles in the amount of$98,840.09 which includes a 15 percent <br /> contingency <br /> MOTION: It was m/s by Narum/Balch to approve the Consent Calendar as recommended and as <br /> noted with the exception of Item 3 and including the amendment to Item 12. Motion passed by the <br /> following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 15. Public Comment regarding items not listed on the agenda <br /> Mary Reding expressed concern regarding Senate Bills (SB) 9 and 10 and reported a five-story building <br /> is being planned for the corner of Harrison Street and Bernal Court. She criticized the State for <br /> canceling a hearing about potential impacts to the neighborhood by the development. She reported <br /> signatures are being collected statewide to have an initiative placed on the November 2022 ballot to <br /> take back local control and urged the City Council to support the initiative. <br /> Saheli Thakkar, volunteer with the Bay Area chapter of the global BAPS Charities, reported that on <br /> December 11th, BAPS volunteers gathered at City Hall donating $10,000 each for FreeMeals.org and <br /> Meals on Wheels. She thanked Mayor Brown for recommending both beneficiaries and for hosting <br /> BAPS at City Hall for the donation ceremony. <br /> Rajesh Rathod, volunteer with the Bay Area chapter of the global BAPS Charities, reported in addition <br /> to the $20,000 in food donations, BAPS has organized free vaccination drives, pandemic relief work, <br /> and a walk-a-thon this year. The walk-a-thon resulted in a $50,000 donation to the Susan G. Komen <br /> Foundation for breast cancer research. He thanked Mayor Brown and the Councilmembers for <br /> supporting the walk-a-thon. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 16. Pulled from Consent-Adopt and waive second reading of Ordinance No. 2229 to add a new <br /> Chapter 9.27 Restrictions on Smoking at Townhomes, Condominiums and Buildings with Three or <br /> More Attached Units to the Municipal Code <br /> Assistant City Attorney Larissa Seto reported staff is returning with the second reading for the adoption <br /> of the ordinance discussed at the last meeting about smoking restrictions at owned multi-family <br /> City Council Minutes Page 4 of 18 December 21, 2021 <br />
