19 <br /> THE CITY OF <br /> s "`°`° -`;fir "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> April 19, 2022 <br /> Operations Services <br /> TITLE: AUTHORIZE AN ADDITIONAL $156,000 FOR CONSTRUCTION <br /> EXPENSES FOR THE TEMPORARY JOINT RESIDENTIAL RECYCLED <br /> WATER FILL STATION PROJECT <br /> SUMMARY <br /> City Council approved the Agreement between the City of Pleasanton, City of <br /> Livermore, and Dublin San Ramon Services District (DSRSD) and authorized funding <br /> for the construction and operation of the Temporary Joint Residential Recycled Water <br /> Fill Station (Fill Station) at its March 15, 2022, City Council meeting. Following each <br /> agency's adoption of the Agreement, DSRSD advertised the project for construction and <br /> received two bids on March 29, 2022. The low bid received was higher than the <br /> engineer's estimate approved by City Council at its March 15, meeting. Therefore, staff <br /> is requesting City Council authorize an additional $156,000 for Pleasanton's portion of <br /> the construction of the Fill Station project. <br /> RECOMMENDATION <br /> Authorize $156,000 toward Pleasanton's portion of the construction of the Temporary <br /> Joint Residential Recycled Water Fill Station from the Water Enterprise Reserve. <br /> FINANCIAL STATEMENT <br /> Approved project funding is $433,333 ($250,000 from the Water Fund Surplus currently <br /> in the Water CIP fund and $183,333 from the Water Enterprise Reserve). This action <br /> will approve an additional $156,000 from the Water Reserves and brings the reserve to <br /> approximately 32 percent of operating expenses. A total appropriation of $589,333 will <br /> be made to project # 22900 Recycled Water Fill Station Project. The City's policy <br /> requires reserve equal to a minimum of 30 percent, a maximum of 40 percent and a <br /> target of 35 percent. <br /> Tri-Valley residents will purchase a "season pass" for a Program Fee of $150, which <br /> allows users an unlimited amount of recycled water during the Fill Station's annual <br /> operational period. Program fee revenues would be used to partially offset program <br /> costs, and would be shared equally by DSRSD, Livermore, and Pleasanton. <br />
