3/15/2022
Summary of Program Benefits t CSCDA
• Rent Savings for Residents:Residents receive initial rent savings,typically$150-$450/month and
future rent control which increases savings over time. Rent savings create disposable income to be
spent in the local community.
• No Cost to City:Entirely outsourced solution with No Cost and No Liability to the City. Program is now
entirely revenue neutral for the City due to the new Host City Charge paid to the City which offsets the
City's foregone property tax.
• Future Financial Upside to City:Under the Public Benefit Agreement, the City receives the full sale
value of the asset in 15-35 years,typically$100M+depending on size of asset. City can keep
affordability in place permanently following expiration of program.
• No Displacement:No current residents are displacement under the program. Typically,50%+of current
residents are already eligible for the program.Non-eligible tenants may remain at market rents and are
replaced with income-qualified tenants when they leave.
• Optional Rental Preference:City Council may elect to add a preference in the regulatory agreement to
give rental priority to select groups(ie,PUSD employees.Veterans,PUSD graduates.etc.)
• Excellent Management:Significant budgeted reserves and best-in-class operator to maintain asset in
Class A condition.
• Immediate Solution:If City Council approves the program,CSCDA can implement the program within 30-
60 days.
www.cscda.org www.opportunityhousinggroup.com
7
CSCDA Workforce Housing Across CA t CSCDA (
CSCDA Project Closings and Pipeline since WFP program inception Dec 2020)
• 5,600+ units /$3.2 billion+closed in 2021 in cities throughout both
Northern and Southern California.
CSCDA Workforce Hous in, Transaction Closin,s to Date
City #Units Bond Issuance Closing Date City #Units Bond issuance Closing Date
Carson 150 $70.675.000 Dec-20 CONTINUED...
Anaheim 231 $116,825,000 Dec-20 Dublin 39C $236,565.000 Aug-21
Anaheim 386 $181,010,000 Feb-21 Fairfield 180 $84.275,000 Sep-21
Anaheim 400 $195,965,000 Feb-21 Orange 356 $240.010.000 Sep-21
Long Beach 216 $135,730,000 Mar-21 Anaheim 265 $157,390,000 Oct-21
Monrovia 261 $117,955,000 Apr-21 Santa Rosa 277 $130.400.000 Oct-21
Glendale 507 $339,400,000 Apr-21 Santa Rosa 180 $86.430.000 Oct-21
Carson 357 $215,685,000 Jun-21 Pasadena 105 $81.065.000 Nov-21
Pasadena 513 $385,985,000.
