Contracted Services <br /> <br />City staff may find it necessary to contract for debris removal services if the magnitude of the disaster <br />is beyond the capabilities of its force account resources, state resources, mutual aid agreements, <br />and volunteer labor. Possible contracted services include: <br /> <br /> Collection, including clearance during the response phase <br /> Reduction or recycling <br /> Hazardous waste handling, processing, and disposal <br /> Hauling to final disposition <br /> DMS activities <br /> Demolition <br /> Monitoring <br /> Environmental studies <br /> Project management <br /> <br />The Cities may enter into any contractual arrangements they wish. However, it should be noted that <br />FEMA is not bound to applicant contractual obligations because it is not a party to those contracts. <br />The Cities should coordinate with Cal OES staff and FEMA to ensure compliance with the provisions <br />of the Public Assistance Program, as well as other applicable statutes and regulations <br /> <br />The Cities responsible for payment of all contracted services regardless of whether such services <br />are eligible for Public Assistance grant funding. Additional information on developing contracts that <br />comply with Public Assistance Program requirements is provided in, FEMA RP9580.201, Fact <br />Sheet: Debris Removal <br /> <br />4.1 Emergency Contracting/Procurement Procedures <br /> <br />Applicants have been denied or lost Public Assistance Program funding when procurement <br />procedures were overlooked in the interest of time. There are methods by which the Cities can <br />expedite the procurement process without jeopardizing potential funding. The Cities may use one <br />or more of the following methods. <br /> <br /> Pre-qualified contractors – FEMA strongly encourages applicants to pre-qualify debris <br />removal contractors prior to an event and solicit bid prices from this list of contractors once <br />an event has occurred to ensure competitive bidding and obtain reasonable market prices <br />at the time of work performed. The solicitation for pre-qualifying contractors should <br />adequately define in the proposed scope of work all potential debris types, anticipated haul <br />distances, and size of events for which a contract may be activated. <br /> <br />Typically, contractors must meet minimum requirements, such as insurance, bonding, and <br />licensing, prior to being awarded a contract by an applicant. Applicants may advertise a <br />Request for Qualifications (RFQ) for contractors to establish their company as a credible
