BACKGROUND <br /> In 2021 State Law AB 140 authorized $1 billion in each year for Fiscal Year 2021-2022 <br /> and Fiscal Year 2022-2023 for the Homeless Housing, Assistance and Prevention <br /> (HHAP) Grant Program. This grant funding is available to the State's thirteen largest <br /> Cities, Counties, and Continuum of Care organizations. To be eligible for the funding an <br /> application must be completed that outlines the agency's goals and objectives to <br /> address homelessness. <br /> Alameda County has completed a draft application called the Home Together 2026 <br /> Implementation Plan. This plan was written by the Alameda County Office of Homeless <br /> Care and Coordination in collaboration with the Continuum of Care agency EveryOne <br /> Home. Additionally, County staff participated in a technical advisory working group of <br /> the Alameda County Conference of Mayors. This working group reviewed the <br /> implementation plan from a city's perspective and provided ongoing feedback to the <br /> County through the various iterations of the draft Plan. The County Board of <br /> Supervisors and Alameda County Conference of Mayors met several times to discuss <br /> and agree upon a Funding Framework for the plan. County staff have also met with <br /> Alameda County Mayors to review the plan, receive input and answer questions. <br /> Alameda County has requested that all cities within the county pass a resolution <br /> endorsing the plan to include in their application to the state. <br /> DISCUSSION <br /> The state requires that all applications include the following information:1) Landscape <br /> analysis of needs, demographics and funding, 2) Outcome goals and strategies for <br /> achieving those goals, 3) a Narrative response, and 4) a Funding Plan. The County's <br /> plan identifies four core goal areas and system performance measures. An Executive <br /> Summary is provided in Attachment 2 and the full plan may be found on the Alameda <br /> County Office of Homeless Services and Solutions website <br /> https://homelessness.acgov.orq/reports.page?. The sum of the activities undertaken in <br /> the Plan are expected to result in: <br /> • An overall decrease in the number of people who experience homelessness <br /> • A reduction in racial disparities within the homeless population which reduces the <br /> overrepresentation of African Americans, Native Americans, Multi-racial people <br /> and Native Hawaiian/Pacific Islanders. <br /> The Four Core Goal Areas are: <br /> 1. Prevent Homelessness for our Residents <br /> 2. Connect People to Shelter and Needed Resources <br /> 3. Increase Housing Solutions <br /> 4.
