As with previous concepts, the current concept plan (Attachment 3) includes many of <br /> the features of the master plan as approved in 2014, such as putting a focus on the <br /> Neal Street entry and allowing for the closure of the street for large events. Now, in <br /> addition to being a park renovation project, there is a significant creek restoration <br /> component. <br /> The addition of the First Street properties, along with the removal of the blue gum <br /> eucalyptus, provided an improved opportunity for the park design to incorporate a more <br /> natural creek alignment - a design that was acceptable to the regulatory agencies, and <br /> larger lawn space for concerts and events. <br /> When staff and the consultant presented the updated concept plan to the Parks and <br /> Recreation Commission at the February 10, 2022, meeting, two residents spoke in favor <br /> of the design and asked for greater consideration of bicyclists. One of their requests <br /> was to consider removing or minimizing parking in the transportation corridor adjacent <br /> to Delucchi Park to reduce potential bicycle/pedestrian conflicts with vehicles. <br /> The Parks and Recreation Commission unanimously supported the concept design and <br /> felt that the design addressed the safety concerns expressed in 2019, had a focal entry <br /> feature at First Street and Neal Street, maximized the concert/event viewing area, and <br /> appropriately connected with the Firehouse Arts Center and the regional trail. However, <br /> the Commission also: <br /> • recommended that consideration be given to locating the bandstand closer to <br /> Railroad Avenue, similar to what was shown in the preferred concept plan, <br /> Option B, from 2019 (Attachment 2) <br /> • wanted to make sure that the bandstand was accessible for vehicles to load and <br /> unload equipment <br /> • emphasized the need to focus on pedestrian and bicycle circulation and <br /> accommodations, such as providing sufficient bike parking, rather than focusing <br /> on maximizing vehicular parking <br /> • asked if the recently purchased properties at 4363 and 4377 First Street would <br /> better serve the community by utilizing more of the property for expanded <br /> recreation/event area. <br /> Staff is requesting City Council review and approve the draft conceptual design for <br /> Lions Wayside and Delucchi Parks with consideration of the bandstand location and any <br /> recommended additional public outreach. Upon receiving direction from Council, staff <br /> and MIG will refine the conceptual design, then update and finalize the 2014 Master <br /> Plan as indicated in Attachment 1. <br /> Implementation of the improvements in accordance with the final master plan is <br /> anticipated to cost approximately $10 million. Design of the project, including additional <br /> public outreach during the design, will cost approximately 10 percent of the anticipated <br /> construction cost.
