1 <br />THE CITY OF <br />-1 =''"' CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />April 12, 2022 <br />Engineering <br />Library and Recreation <br />TITLE: REVIEW AND APPROVE THE DRAFT ALL -ABILITIES PLAYGROUND <br />MASTER PLAN, CIP PROJECT NO. 20773, AND PROVIDE DIRECTION TO <br />STAFF ON WHETHER TO PROCEED FURTHER WITH THE DESIGN OR <br />PAUSE UNTIL CONSTRUCTION FUNDING IS IDENTIFIED <br />SUMMARY <br />In late 2017, residents with special needs family members approached the City to <br />request an all -abilities playground in Pleasanton. In April 2019, the City Council adopted <br />the all -abilities playground as a priority during the Capital Improvement Program (CIP) <br />Workplan process for fiscal years 2019/20 – 2022/23 as Capital Improvement Program <br />Project No. 20773 with $400,000 in funding for design services. <br />The City contracted with the design firm RRM Design Group and, together with City <br />staff, the design team held six stakeholder meetings, one community outreach meeting, <br />and conducted a survey to gather public feedback. Two conceptual designs were <br />created based on the input received. <br />The two concepts were presented to the Parks and Recreation Commission, the Human <br />Services Commission, and the Youth Commission. They were also shared at two <br />community outreach events—one held at the Farmers Market on September 18 and <br />one held in the current playground area at Ken Mercer Sports Park on September 25. A <br />second community -wide survey was also conducted between September 7 – October <br />15 which yielded 144 responses from the community. <br />The Draft All -Abilities Playground Master Plan was created and reflects the feedback <br />received. The Parks and Recreation Commission reviewed the Draft All -Abilities <br />Playground Master Plan and community feedback on January 13, 2022 and <br />recommended approval to the City Council. The motion passed on a 4 -1 vote with one <br />Commissioner abstaining. The Commission also recommended pursuing grant and <br />private funding options. <br />RECOMMENDATION <br />Review and recommend approval of the draft All -Abilities Playground Master Plan at <br />Ken Mercer Sports Park and provide direction to staff on whether to proceed further with <br />the design or pause until construction funding has been identified. <br />
