Notice of Preparation <br /> STAFF RECOMMENDATION <br /> Staff recommends the Planning Commission provide feedback and receive public testimony on <br /> the scope and content of the Draft Program Environmental Impact Report for the 2023-2031 <br /> (6th Cycle) Housing Element Update. <br /> EXECUTIVE SUMMARY <br /> The City is preparing an Environmental Impact Report (EIR) for the 2023-2031 (6th Cycle) <br /> Housing Element Update, pursuant to the requirements of the California Environmental Quality <br /> Act (CEQA) and has determined that a program-level EIR is appropriate for the project. The <br /> Draft Program EIR (DEIR) will focus on changes to land use designations to accommodate <br /> residential uses for sites identified in the Housing Element Update and will evaluate the <br /> potential environmental impacts of those land use and zoning changes, as well as the <br /> implementation of policies and programs included in the updated Housing Element. In <br /> accordance with the CEQA Guidelines, a Notice of Preparation was published on April 6, 2022, <br /> and this meeting serves as a DEIR scoping meeting that will allow the Planning Commission <br /> and public an opportunity to comment on environmental issues that they would like the DEIR to <br /> address. Interested parties may also submit written comments on the scope and content of the <br /> DEIR until May 5, 2022. <br /> BACKGROUND <br /> Introduction <br /> California Government Code Section 65302(c) mandates that each city shall include a Housing <br /> Element in its General Plan. The Housing Element is required to identify and analyze existing <br /> and projected housing needs and include statements of the City's goals, policies, quantified <br /> objectives, and scheduled programs for the preservation, improvement, and development of <br /> housing. The City, in adopting its 2023-2031 (6th Cycle) Housing Element Update, must <br /> consider economic, environmental, and fiscal factors, as well as community goals as set forth <br /> in the City of Pleasanton General Plan 2005-2025. <br /> The City has determined that a Program Environmental Impact Report will be required for the <br /> 6th Cycle Housing Element Update pursuant to CEQA Guidelines 15168. <br />sion's action. <br /> The Planning Commission Chair may enforce other rules as may further the fair and efficient running of the meeting, such as <br /> reducing the amount of testimony time allotted to the applicant and all those who wish to speak when the meeting agenda is <br /> lengthy or when there are numerous speakers for any specific item. The audience is requested to respect and extend courtesy <br /> to all those wishing to testify on all cases by being quiet while others are speaking. <br />
