• <br /> Councilmember Narum reported EBCE held a special Board meeting last Friday specifically to approve <br /> this resolution. She stated CPUC will start hearings on the proposed NEM 3.0 either later this week or <br /> next week. She advised a lot of work was done on the EBCE resolution after other cities showed <br /> interest. She stated she cannot support excluding the word "high" from Section 2(iv) as requested by <br /> Mr. Tregub because it would eliminate all fees while the goal of NEM 3.0 is to find a sustainable <br /> balance to promote rooftop solar. She advised EBCE does have programs to help communities of <br /> concern get solar. <br /> Councilmember Narum expressed pride in EBCE getting the comprehensive resolution done despite <br /> having member cities of diverse thoughts. She stated she is fine with other suggestions from Mr. <br /> Tregub but opposes the change he suggested for Section 2(iv) as it differs from what came out of <br /> EBCE. <br /> Councilmember Narum moved to approve the resolution with the incorporation of the two other <br /> suggestions from the email Mr. Tregub sent them if others are so inclined. <br /> Councilmember Balch stated he does not have more expertise than EBCE. He advised he is a solar <br /> customer. He stated he understands the differences with including the word "high." He advised EBCE <br /> has been a partner with the City on implementing things like this and he is inclined to support them. He <br /> seconded the motion. <br /> In response to Mayor Brown, Interim City Manager Dolan stated he has a copy of Mr. Tregub's email. <br /> Assistant to the City Manager Hopkins stated Section 2(i) would change "low- and moderate-income" to <br /> "moderate-income and below" and Section 2(ix) would change "low-income" to "lower income." <br /> Councilmember Narum confirmed she is fine with these two changes. <br /> Councilmember Arkin made a substitute motion to approve the resolution with the edits to Section 2(i) <br /> and Section 2(ix), plus excluding "high" from Section 2(iv). She stated "high" is undefined and can <br /> always change in the future and they want to be sensitive to those with lower incomes and fixed <br /> incomes attempting to save costs by adding solar panels to their rooftops. <br /> Councilmember Balch stated his challenge is not knowing what helps to increase rooftop solar and <br /> whether EBCE's inclusion of"high" helps the goals. <br /> Councilmember Arkin stated other cities have made this modification. She stated they want to <br /> encourage solar and promote going to a clean energy future. She advised this will be sent to the CPUC <br /> hoping to strengthen the NEM 3.0. Councilmember Arkin confirmed she does not want any monthly <br /> fees whatsoever. <br /> Councilmember Narum declined to amend her motion. She advised the substitute motion has not yet <br /> been seconded. <br /> Councilmember Testa seconded the substitute motion. <br /> Councilmember Balch stated he does not know which is better. Mayor Brown agreed. <br /> Councilmember Arkin noted they cannot define "high monthly." <br /> Councilmember Balch stated EBCE wrote this and he is relying on their expertise. <br /> Councilmember Narum reported Mr. Tregub spoke at the EBCE Board meeting's public hearing and <br /> enthusiastically supported the resolution.
