RESOLUTION NO. 22-1280 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING AN APPLICATION FOR A DESIGN REVIEW AT 218 RAY STREET, AS <br /> FILED UNDER CASE NO. P20-1053 <br /> WHEREAS, on December 18, 2020, Wassim Naguib applied for Design Review (DR) <br /> approval to construct a new 1,069 square-foot two-story residential unit behind an existing <br /> commercial building located at 218 Ray Street; and <br /> WHEREAS, zoning for the property is C-C (Central Commercial) District and is within the <br /> Downtown Revitalization, Core Area Overlay, and Downtown Specific Plan area; and <br /> WHEREAS, the new building and exterior site modifications require Design Review <br /> approval; and <br /> WHEREAS, the project is categorically exempt (Section 15301, Class 1) from the <br /> requirements of the California Environmental Quality Act (CEQA); and <br /> WHEREAS, on August 26, 2020, the Planning Commission held a duly-noticed workshop <br /> and discussed the project and provided feedback on the application; and <br /> WHEREAS, at its meeting on December 8, 2021, the Planning Commission held a duly- <br /> noticed public hearing and continued the project, without discussion, to January 12, 2022; and <br /> WHEREAS, on January 12, 2022, the Planning Commission held a public hearing having <br /> considered relevant exhibits, recommendations of the City staff, and public testimony, and denied <br /> the application by a vote of 3-2; and <br /> WHEREAS, on January 27, 2022, the applicant appealed the Planning Commission's <br /> determination; and <br /> WHEREAS, on March 1, 2022, the City Council held a public hearing having considered <br /> relevant exhibits, determination of the Planning Commission, recommendations of City staff, and <br /> public testimony, and approved the subject application, subject to Conditions of Approval. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Findings for Design Review Approval (P20-1053) <br /> With respect to the approval of the Design Review application, P20-1053, the City Council makes <br /> the following findings and determinations with respect to each of the criteria for approval of Design <br /> Review as required by Section 18.20.030 of the Pleasanton Municipal Code (PMC): <br /> 1. Preservation of the natural beauty of the City and the project site's relationship to <br /> it; <br /> 2. Appropriate relationship of the proposed building to its site, including transition with <br /> the streetscape, public view of the buildings, and scale of the buildings within its site and adjoining <br /> buildings; <br />
