Parcel <br />maps shall be required for all subdivisions not requiring <br />the filing of a final map and not otherwise exempted by <br />the provisions of the Subdivision Map Act. A tentative <br />parcel map shall be required for all subdivisions requir- <br />ing a parcel map. (Ord. 1185 § 1, 1985; prior code § 2- <br />3.01) <br /> <br />19.16.020 Applicability. <br /> Notwithstanding any other provisions of this title <br />to the contrary, the procedure set forth in this chapter <br />shall govern the processing of and requirements pertain- <br />ing to minor subdivisions. (Prior code § 2-3.02) <br /> <br />19.16.030 Application. <br /> The subdivider of a parcel map shall file an appli- <br />cation with the community development director on a <br />form prescribed by the city, and shall include all re- <br />quired fees, information and materials required in the <br />application. An application for a parcel map may be <br />accompanied by an application for growth management <br />unit allocation as provided in Section 17.36.080. (Ord. <br />2179 § 2, 2018; Ord. 2000 § 1, 2009; prior code § 2- <br />3.03) <br />19.16.040 Certification of map and conveyance. <br /> A. If the review board determines that the pro- <br />posed subdivision meets the requirements of this chap- <br />ter, then they shall certify to this fact on the face of the <br />map, and any conveyance to be drawn by the owners of <br />the land subdivided. <br /> B. When a subdivider processes a minor subdi- <br />vision application concurrently with a PUD zoning re- <br />quest, PUD development plan, rezoning request, specific <br />plan amendment or general plan amendment (a “land <br />use amendment”), any approval of a minor subdivision: <br />(1) shall not be valid until the underlying land use <br />amendment has been adopted by the city council and is <br />in full force and effect; and (2) may be subject to modi- <br />fication based on the terms of the underlying land use <br />amendment adopted by the city council which may dif- <br />fer from that considered by the zoning administrator or <br />planning commission, as applicable, when the land use <br />amendment and minor subdivision were processed con- <br />currently. (Ord. 2144 § 2, 2016; prior code § 2-3.04) <br /> <br />19.16.050 Conditions of approval. <br /> The following requirements may be imposed as a <br />condition of approval of a parcel map or lot splits: <br /> A. Dedication of utility easements; <br /> B. Proof that there are adequate utilities for the <br />proposed use of the land, such as an adequate water sup- <br />ply, adequate sanitary sewer facilities and adequate <br />drainage facilities; <br /> C. Dedication of streets or rights-of-way for <br />widening or other public purposes; <br /> D. Payment of applicable fees for parkland or <br />other public purposes. (Ord. 2179 § 2, 2018; prior code <br />§ 2-3.05) <br /> <br />19.16.060 Acceptance of parcel map dedications <br />by city engineer. <br /> In conjunction with the approval of any parcel <br />map, the city engineer may accept or reject dedications <br />and offers of dedications that are made by certificate on <br />the map. (Ord. 1141 § 1, 1984; prior code § 2-3.05.1) <br /> <br />19.16.070 Acceptance of standard development <br />agreements by city manager. <br /> In conjunction with the approval of any parcel <br />map, the city manager may sign on behalf of the city, <br />standard development, improvement and dedication con- <br />tracts. (Ord. 1141 § 1, 1984; prior code § 2-3.05.2) <br /> <br />19.16.075 Expiration and time extension. <br /> A. Parcel map approval shall expire 24 months <br />after approval or conditional approval of the parcel map,
