THE CITY OF <br />� .. <br />PLE ASANTON. <br />21 <br />CITY COUNCIL AGENDA REPORT <br />March 15, 2022 <br />Community Development <br />TITLE: PROVIDE DIRECTION ON HOUSING POLICY TOPICS INCLUDING THE <br />INCLUSIONARY ZONING ORDINANCE, LOWER-INCOME HOUSING <br />FUND, WORKFORCE HOUSING, AFFORDABILITY BY DESIGN AND <br />OTHER CITY HOUSING PROGRAMS, AS PART OF THE 2023-2031 (6TH <br />CYCLE) HOUSING ELEMENT UPDATE <br />SUMMARY <br />On October 19, 2021, the City Council reviewed four sections of the Preliminary Report <br />prepared for the Housing Element. The report included: a Housing Needs Assessment, <br />a Housing Constraints Analysis, a Review of Existing Programs, and information on <br />Housing Resources. <br />The Review of Existing Programs portion of the report provided an overview of the <br />existing Housing Element policies and programs and is a means to measure and <br />demonstrate to the California Department of Housing and Community Development <br />(HCD) progress in implementation. In addition to the existing policies and programs in <br />the Housing Element, the City Council considered a suggested list of additional policy <br />topics that might be addressed in the Housing Element update, and agreed these items <br />were worthy of additional discussion. <br />At this meeting, City Council is requested to review these additional policy topics and <br />provide direction regarding whether these topics should be included as new or modified <br />goals, policies and programs of the Housing Element. Staff has presented these policy <br />topics to Planning Commission and Housing Commission; feedback from both <br />commissions has been incorporated into this report. <br />RECOMMENDATION <br />Staff recommends City Council review the policy topics outlined in this agenda report <br />and provide direction on which should be included in the Housing Element. The <br />recommendations of the Planning Commission and Housing Commission are included <br />in the body of this report. <br />FINANCIAL STATEMENT <br />There is no fiscal impact as a result of the direction City Council provides at this <br />meeting. Implementation of policies and programs in the future may require allocation of <br />funds. <br />Page 1 of 16 <br />
