Since this time, staff has been <br /> monitoring conservation efforts and impacts to the City's Water Enterprise and is now <br /> recommending implementing Stage 2 Drought Rates. Activation of Stage 2 Drought <br /> Rate is expected to achieve the mandatory water conservation target and to offset <br /> revenue loss to sustain the Water Enterprise and meet reserve targets. If the 2022 <br /> water conservation target isn't met after imposing the Stage 2 Drought Rates, then staff <br /> would return to City Council in early 2023 to recommend implementing Excess Use <br /> Penalties to further discourage wasteful or inefficient water use, should drought <br /> conditions and mandatory conservation extend into the next year. <br /> Stage 2 Water Drought Rate Impacts on Customers <br /> The Stage 2 Drought Rates ranges between $0.62 to $0.65 and are in addition to the <br /> City's regular volumetric water rate fee schedule as outlined in the City's Master Fee <br /> Schedule and in Table 1.
