conceptual skatepark design and to consider adding the restroom to the approved plan.
The Commission was generally in favor of the concept plan and supportive of the
project; however, the two commissioners that voted against the motion, Commissioner
Fields and Commissioner Vickers, felt a restroom should be installed as part of the
project and had concerns related to the estimated construction costs of $8.5 million.
The initial construction costs that the City discussed during previous meetings were $4
to $5 million, which was based on construction costs of the skateparks in Milpitas and
Newark that were constructed pre-pandemic. The increase in projected construction
costs is reflective of what the community asked for during the outreach process, the
current construction market, and includes a contingency for inflation and unknowns. The
Commission requested that staff look at alternative fundraising to help cover
construction costs.
DISCUSSION
The proposed final concept design for the skatepark at Ken Mercer Sports Park directly
reflects the robust amount of public feedback, including the feedback received from the
neighbors and the focus group of local skate advocates. Refer to Attachment 1 — Ken
Mercer Skatepark Final Conceptual Plan and Attachment 2 — Ken Mercer Skatepark
Conceptual Plan Perspective Rendering for further information. Highlights of the plan
include:
Ken Mercer Skatepark Final Conceptual Design
• Approximately 3 acres of improved area with a little over 1 acre in skateable area
• Picnic, barbeque, hang out, and viewing areas
• Retention of the majority of the trees
• Traditional shade structures and areas shaded by trees
• 20 new parking stalls in the northern parking lot with a drop-off area
• Artistic entry features at both the northern and southern entrances
• Focused skatepark and pathway lighting
• Updates to the existing skatepark
• Area for skate camps
• Drinking fountains and water bottle fill stations
• Beginner, intermediate, and advanced areas for skaters
• Option for a restroom now or as part of a later phase.
The proposed skatepark is estimated to cost approximately $5.7 million in direct costs
with another $2.8 million (approximately 50 percent of the budget) budgeted for
construction and design contingencies; mobilization, bonding, and insurance; and
inflation for a total projected construction cost of approximately $8.5 million. Installation
of a restroom for the skatepark (which is shown as a bid alternate because the restroom
for the softball complex is less than 1/8-mile away from the skatepark) would cost
approximately $450,000. Ultimately, the cost for construction of the project will depend
on when the project is constructed, potential design changes, and whether any further
changes are required during construction.
