20 <br /> THE CITY OF <br /> m CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> March 15, 2022 <br /> Engineering <br /> Library and Recreation <br /> TITLE: REVIEW AND APPROVE THE KEN MERCER SKATEPARK FINAL <br /> CONCEPTUAL DESIGN, CIP PROJECT NO. 20774, AND PROVIDE <br /> DIRECTION TO STAFF ON WHETHER TO PROCEED FURTHER WITH THE <br /> DESIGN OR PAUSE UNTIL CONSTRUCTION FUNDING IS IDENTIFIED <br /> SUMMARY <br /> In 2014, the Parks and Recreation Master Plan identified the need for an additional <br /> skatepark, at least 1 acre in size. In 2019, City Council adopted the skatepark as a top <br /> priority as Capital Improvement Program (CIP) Project No. 20774 with $400,000 in <br /> funding for design services allocated for Fiscal Year (FY) 2019/20. <br /> The City secured the design services of RRM Design Group in March 2021 and initiated <br /> community outreach in May. The outreach included stakeholder meetings, a virtual <br /> community outreach meeting, and a community-wide survey. <br /> Two conceptual designs were created based on the input received from the community <br /> outreach events. The concepts were presented to the Parks and Recreation <br /> Commission, the Youth Commission, and City Council as well as community members <br /> at two community events (the downtown BMX event and the farmers' market), a second <br /> community workshop at the existing skatepark, and a second online survey. The survey <br /> was conducted to garner input on the design options and yielded 214 responses. A Ken <br /> Mercer skatepark final conceptual plan was created that reflects the input received. <br /> The Parks and Recreation Commission reviewed the final conceptual plan and public <br /> comments on February 13, 2022, and recommended approval of the plan with a request <br /> that the City Council consider a restroom with the initial construction. The motion <br /> passed on a 4 — 2 vote. <br /> RECOMMENDATION <br /> Review and approve the Ken Mercer skatepark final conceptual design and provide <br /> direction to staff on whether to proceed further with the design or pause until <br /> construction funding is identified. <br /> FINANCIAL STATEMENT <br /> The Ken Mercer skatepark is funded through CIP Project No. 20774. The project <br /> currently has a budget of$400,000 for design services. Expenditures to complete the <br />
