7) Financial management. Pleasanton will serve as the financial manager and will pay <br /> invoices, bill the Agencies, and collect the fees for the program. Once each year, <br /> Pleasanton will distribute the fees proceeds to the Agencies. <br /> 8) Recycled water supply. To provide a water supply, Livermore and Pleasanton will <br /> work together to have Livermore provide additional recycled water to augment <br /> service on the east side of Pleasanton on peak days. Preliminarily, this amount is <br /> estimated to be up to 30 million gallons per year, delivered on peak days. This would <br /> reduce Pleasanton's demand on the DERWA recycled water program, freeing up <br /> (offsetting) the new demand from the operation of the Fill Station at Gleason Drive. <br /> 9) Operational hours. The Fill station will be operated six days per week (Tuesday — <br /> Sunday), excluding holidays, and only during non-peak traffic hours. The non-peak <br /> hours are established to be between 9:30 A.M. to 3:30 P.M. <br /> 10) Schedule. The improvement of the Gleason Property would begin in April 2022. <br /> However, if wet weather this winter indicated that mandatory reductions in irrigation <br /> were unlikely in summer 2022, construction would be suspended and deferred to a <br /> future severe drought year. The "go/no-go" decision would be made jointly by the <br /> Agencies no later than March 16, 2022. <br /> The Agreement is not intended to provide a permanent recycled water fill station for <br /> residents due to recycled water supply limitations and the cost and resources required <br /> to operation a fill station. The Agencies will meet and confer annually to review the <br /> operations, use, and the program fee of the Fill Station for any necessary adjustments. <br /> Pleasanton's portion of the project is estimated at $433,333 for the construction and <br /> initial operation of the Fill Station. The project would be funded by the Water Enterprise <br /> Fund as previously described. Annual operating expenses for Pleasanton's portion is <br /> estimated at $100,000 and will be budgeted in the Recycled Water Program operating <br /> budget. At this time, it is unknown how popular the Fill Station will be and how much the <br /> Program Fee will offset operating expenses. However, revenue generated through the <br /> collection of the $100 Program Fee will be used to offset operation costs. <br /> Staff from the City of Livermore and DSRSD are presenting the Agreement to their <br /> respective City Council and Board on March 14 and March 15, 2022.
