9 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> March 15, 2022 <br /> Engineering <br /> TITLE: REVIEW AND APPROVE RESOLUTION INITIATING PROCEEDINGS FOR <br /> THE FORMATION OF THE LANDSCAPE MAINTENANCE ASSESSMENT <br /> DISTRICT, WINDSOR LANDSCAPE MAINTENANCE DISTRICT 2022-1 <br /> SUMMARY <br /> Landscape Maintenance District 1993-1, Windsor, is the most underfunded Landscape <br /> Maintenance District (LMD) of the five LMDs in the City. Due to insufficient funding, the <br /> level of maintenance has decreased significantly, and the reserve budget has been <br /> depleted. City Staff, in consultation with SCI Consulting Group (SCI), a consultant that <br /> specializes in the formation of LMDs, recommends the formation of a new landscape <br /> maintenance district to replace the existing Windsor LMD. Windsor Landscape <br /> Maintenance District 2022-1 (Windsor LMD 2022-1) would replace Landscape <br /> Maintenance District 1993-1, Windsor. The new LMD is necessary to fund a sustainable <br /> landscape maintenance program with a dedicated funding source for capital <br /> replacements for the Windsor subdivision. The process to form the landscape <br /> maintenance district is defined by Proposition 218 and requires property owner balloting <br /> which results in a majority support for the proposed formation. <br /> In the event that affected property owners do not support the new formation, the existing <br /> Landscape Maintenance District 1993-1, Windsor, will remain active, but the amount of <br /> maintenance that can be performed will be minimal. <br /> RECOMMENDATION <br /> Adopt resolution that initiates proceedings for the replacement of Landscape <br /> Maintenance District 1993-1, Windsor, and formation of a Landscape Maintenance <br /> Assessment District to be known as Windsor Landscape Maintenance District 2022-1. <br /> FINANCIAL STATEMENT <br /> The cost of the assessment formation and engineering for the Windsor Landscape <br /> Maintenance District is approximately $28,200 and is available in the Engineering <br /> Department's operating budget. <br />
