APPROVE FIRST AMENDMENT TO THE PROFESSIONAL SERVICES <br /> AGREEMENT WITH VAN METER WILLIAMS POLLACK FOR $29,786 TO <br /> COMPLETE OBJECTIVE DESIGN STANDARDS FOR MULTIFAMILY <br /> DEVELOPMENT, TESTING AND REVISIONS OF THE DRAFT OBJECTIVE <br /> STANDARDS FOR THE SIXTH CYCLE HOUSING ELEMENT SITES, AND <br /> OTHER RELATED SERVICES, FOR A NEW TOTAL CONTRACT AMOUNT <br /> OF $150,186 <br /> SUMMARY <br /> In August 2020, the City Council authorized the City Manager to enter into a <br /> Professional Services Agreement with Van Meter Williams Pollack (VMWP) to prepare <br /> objective residential design standards. The original contract was for a total of$120,400. <br /> To date, VMWP has prepared draft objective standards for the existing Housing <br /> Element sites and assisted in the preparation of objective standards for SB9 units. In <br /> reviewing the draft objective standards for the existing Housing Element sites, the <br /> Planning Commission recommended that the draft objective standards be "tested" on <br /> sites being considered for the 2023-2031 (6th Cycle) Housing Element. This, in addition <br /> to modifying the draft objective standards to include the sites that are ultimately selected <br /> for the 6th Cycle Housing Element, is an increase to the original scope of work. <br /> Therefore, staff is requesting approval of an amendment to the Professional Services <br /> Agreement in the amount of$29,786 for these additional services. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute the First Amendment to the Professional <br /> Services Agreement with Van Meter Williams Pollack to add $29,786 to the original <br /> amount of$120,400 (for a total of$150,186) for services related to the preparation of <br /> the objective design standards. <br /> FINANCIAL STATEMENT <br /> The original cost of$120,400 is reimbursed by the State of California as part of the SB2 <br /> Planning Grants Program. The additional $29,786 requested by this contract <br /> amendment will be paid using existing and available budget in the Planning Division's <br /> professional services account. <br />
