18. ALISAL STREET SHOULDER AND DRAINAGE IMPROVEMENTS FOR PEDESTRIAN <br />USE: Improvements along the east side of Alisal Street shall consist of shoulder and <br />drainage improvements sufficient to provide a 3 to 6 -foot -wide natural trail where <br />possible. Said improvements shall avoid removing above -ground utilities, and existing <br />landscaping extended from residential properties into the existing right-of-way, where <br />possible. The improvements shall start at the northern boundary of the project site <br />traveling north until it meets Sycamore Road. The improvements shall be constructed <br />by the applicant in conjunction with the Project subdivision improvements, but if delayed <br />for any reason outside the control of the Applicant said delay shall not result in a delay <br />to the Project. For example, should any property or easement acquisition be necessary <br />to construct the improvements, then said acquisition shall be the sole responsibility of <br />the City and shall not delay the Project subdivision improvements. The applicant shall <br />receive credits for the approved costs to design and construct the improvements per <br />City standards and subject to Cal. Labor Code §1720 et. seq., against the Capital <br />Facilities Fee and Transportation Development Fee otherwise due, up to the total <br />amount of such fees at the time of their required payment, through a fee credit <br />agreement as provided in PMC §§3.22.060 and 3.26.070. If design and construction <br />costs of the improvements exceed the fee credits, the applicant shall be responsible for <br />such costs not to exceed the fee credits plus 11 % of the credits; and applicant shall be <br />repaid for approved costs that exceed 11 % of the credits by a reimbursement <br />agreement as provided in PMC §19.40.060. (PROJECT SPECIFIC CONDITION) <br />19. PARKING: A minimum of three parking spaces shall be provided for the primary <br />residence. A minimum of four on site visitor parking spaces shall be provided with <br />ample on site turn around space eliminating the need for vehicles to back out onto the <br />public right of way.(PROJECT SPECIFIC CONDITION) <br />20. PARKING FOR ADU: One parking space shall be provided for the ADU. (PROJECT <br />SPECIFIC CONDITION) <br />21. FIREPLACES: All new indoor and outdoor fireplaces or similar appliances shall be an <br />electrical fireplace. (PROJECT SPECIFIC CONDITION) <br />22. OPEN SPACE MANAGEMENT PLAN: A site-specific Open Space Management Plan <br />shall be submitted and is subject to review and approval by the City Attorney's Office <br />and Fire Marshal prior to recordation of the final map. The plan shall address <br />agricultural operations, open space maintenance, and wildlife and vegetation <br />preservation needs. The plan shall also include a Wildland Fire Protection Plan <br />component. (PROJECT SPECIFIC CONDITION) <br />23. CONDITIONS OF APPROVAL: The applicant shall provide all initial buyers with copies <br />of the final project conditions of approval. (PROJECT SPECIFIC CONDITION) <br />24. BUILDING SURVEY: The applicant shall submit a building survey and/or record of <br />survey and a site development plan in accordance with the provisions of Chapter 18.68 <br />of the PMC. These plans shall be approved by the Chief Building Official prior to <br />building permit issuance. The site development plan shall include all required <br />information to design and construct site, grading, paving, drainage, and utilities. <br />25. PAD AND SETBACK CERTIFICATION: The applicant shall submit a pad elevation <br />certification prepared by a California licensed land surveyor or registered civil engineer <br />to the Chief Building Official and Director of Community Development certifying the pad <br />PUD -138 and VTM 8616 Page 6 of 25 <br />
