Section 4. Implementation | 72Pleasanton Climate Action Plan 2.0 <br />4.6 Funding and Financing <br />The City of Pleasanton has several opportunities to finance CAP 2.0 <br />strategies and actions. As climate impacts intensify and occur more <br />frequently, resources are becoming more readily available from the <br />federal government, State of California, local agencies, and utilities. The <br />City will seek grants, matching funds, in-kind contributions, and other <br />resources from state, federal, and philanthropic sources to help pay for <br />actions, make wise use of the City’s General Fund, and limit the cost <br />of implementation to the City and Pleasanton community. Potential <br />funding sources may include: <br />• Support for electrification of buildings and transportation through <br />grants and rebate opportunities through EBCE and BayREN <br />• Municipal, commercial, and residential solar and energy storage <br />rebates through BAAQMD, CPUC, and/or EBCE <br />• Air quality improvement grants and rebates from BAAQMD <br />• Joint applications with other local and regional agencies for <br />competitive statewide and federal funding programs, especially <br />those that support alternative transportation goals <br />• Existing funding sources as matching funds for regional, state, or <br />federal funding such as the federal Infrastructure Investment & Jobs <br />Act (2021) <br />• General funds from the City of Pleasanton for staff time to seek and <br />apply for funding, fully cover project costs, or as a match to outside <br />funding sources <br />• The establishment of a City impact fee to cover costs associated <br />with emissions reductions for projects related to specific CAP 2.0 <br />actions <br />CAP 2.0 will not be implemented all at once—it will take time, <br />investment, and ongoing work within the community. The City has <br />committed to fund and implement existing ongoing and primary <br />actions, and will fund and implement secondary actions if resources <br />become available.
