This new rail line will connect the Bay Area <br />to northern San Joaquin County with seven new stops between the <br />Dublin/Pleasanton BART station and the North Lathrop ACE station. <br />Valley Link will increase connectivity to jobs, housing, and people <br />within the Tri Valley and beyond, and serve as a model of sustainability <br />in its design, construction, and operation. <br />E5. Complete Streets implementation <br />Emissions reduction 1,000 City Cost N/A <br />Co-benefits Community Cost N/A <br />The City will continue implementing the City’s Complete Streets <br />program to ensure transportation improvement projects include <br />multimodal elements and maintain safe and convenient street travel. <br />Primary Actions <br />P8. Bicycle amenities <br />Emissions reduction 1,900 City Cost $0 <br />Co-benefits Community Cost $2.4M <br />The City will update the PMC to require showers, lockers, changing <br />areas, bike parking, and protected bicycle storage for new commercial <br />developments of a certain size; and commercial, mixed-use, and multi- <br />family projects to install bicycle parking (consistent with the Bicycle & <br />Pedestrian Master Plan recommended programs 6.4.2 (2) and 6.6.2 (1)). <br />P9. Bicycle rack incentive program <br />Emissions reduction 1,800 City Cost $8k <br />Co-benefits Community Cost ($777k) <br />The City will develop and implement a citywide bicycle rack request <br />program that receives requests from businesses and residents to <br />install bicycle racks free of charge on public property next to business <br />properties (consistent with the Bicycle & Pedestrian Master Plan <br />recommended policy 4-2). The City will maintain an inventory of <br />installed bicycle racks. <br />P10. Increase transit ridership <br />Emissions reduction 5,100 City Cost $75k <br />Co-benefits Community Cost ($585k) <br />The City will partner with transit agencies (e.g., BART, ACE, and LAVTA) <br />to improve access across the city. Improving access across the city <br />should consider the following: <br />• Provide convenient connections to destinations throughout the city <br />(e.g., BART to Main Street and ACE to Hacienda). <br />• Provide connections between transit facilities and the bicycle and <br />trail network. <br />• Ensure sufficient transit connections to higher-density areas that <br />currently have low or limited access to transit. <br />• Enhance secure bicycle parking at transit stations and major bus <br />stops.
