All-electric reach code for new construction <br />Emissions reduction 10,100 City Cost $49k <br />Co-benefits Community Cost ($2.7M) <br />The City will adopt an all-electric building reach code for new <br />construction that limits the development of new gas infrastructure <br />where economically feasible. The City will ensure solutions are <br />equitably tailored to different building, ownership, and use types, <br />which will require a cost-effectiveness evaluation and further outreach <br />Exceptions to the code will be considered. <br />P2. Existing Building Electrification Plan <br />Emissions reduction 16,500 City Cost $138k <br />Co-benefits Community Cost $137k <br />The City will develop and implement an Existing Building Electrification <br />Plan to advance electrification of buildings. This plan will be phased <br />in over time to allow property owners time to adjust and plan for the <br />transition. With this effort, the following should also be considered: <br />Grid Analysis/Improvements <br />• Work with EBCE, PG&E, and regional partners to ensure a robust <br />regional electrical grid that minimizes the risk of power outages, <br />increases storage, and reduces demand for diesel or gas generators. <br />Partnerships should consider opportunities for local renewable <br />generation and storage, consistent with Strategy BE-3. <br />• Conduct an existing building electrification analysis to identify <br />areas of opportunities, building types, and prerequisites needed to <br />make electrification cost-effective in the community. <br />• Consider feasibility for neighborhood microgrids (e.g., <br />neighborhood solar and battery storage) to enhance grid resilience. <br />Municipal and Public Buildings <br />• Phase implementation of electrification into existing municipal <br />buildings, consistent with Action S3. <br />• Partner with the school district to phase implementation of <br />electrification into school buildings.
