City of Pleasanton <br />Pleasanton Climate Action Plan 2.0 <br /> <br />68 <br />and the noise source reduces the noise level by about 5 dBA, while a solid wall or berm that breaks <br />the line-of-sight reduces noise levels by 5 to 10 dBA. <br />The Pleasanton General Plan Noise Element identifies roadway traffic as the major sources of noise <br />within the City as roadway traffic. In addition, railroad operations, such as the ACE and BART trains, <br />the sand and gravel quarry operations, and aircraft overhead also contribute to the noise <br />environment of the City. The Pleasanton Noise Element aims to ensure appropriate noise levels <br />considered compatible for community noise environments.78 The City’s normally acceptable <br />exterior noise exposure standards for various land uses are shown in Table 5. Consistent with State <br />noise insulation standards (CCR Title 24 Part 11), the Pleasanton General Plan Noise Element states <br />that the maximum acceptable interior noise level for residential uses is 45 Ldn. Construction is <br />noise is permitted during the above specified house provided that one of the following conditions is <br />met: <br /> No individual piece of equipment shall produce a noise level exceeding 83 dB at a distance of 25 <br />feet. If the device is housed within a structure on the property, the measurement shall be made <br />outside the structure at a distance as close to 25 feet from the equipment as possible; or <br /> The noise level at any point outside of the property plane of the project shall not exceed 86 dB. <br />The CAP 2.0 is a policy document containing programs that are consistent with the Pleasanton <br />General Plan. Some of the CAP 2.0 actions would support small scale construction projects that <br />could result in temporary noise. These include CAP 2.0 Actions P2, S2, and S3 that promote building <br />electrification of existing buildings and installation of solar PV systems and battery storage systems <br />at municipal facilities, Action P5 that supports the installation of new EV charging infrastructure, <br /> <br />78 Pleasanton, City of. 2009.
