Would the project have soils incapable of adequately supporting the use of septic tanks or <br />alternative wastewater disposal systems where sewers are not available for the disposal of <br />wastewater? <br />The CAP 2.0 would not involve the development of habitable structures and, thus, no use of septic <br />tanks or alternative wastewater disposal systems. Therefore, no impact would occur related to soil <br />capability support of alternative wastewater disposal systems. <br />f. Would the project directly or indirectly destroy a unique paleontological resource or site or unique <br />geologic feature? <br />The CAP 2.0 would not involve land use or zoning changes that would encourage new development <br />but would instead promote infrastructure development and redevelopment. As a policy document, <br />the CAP 2.0 would not directly result in impacts related to paleontological resources or unique <br />geologic features. CAP 2.0 policies that would involve construction activities, such as the policies <br />related to building energy-efficiency and renewable energy retrofits and EV charging infrastructure, <br />would involve work within existing, previously graded and disturbed areas where the likelihood of <br />encountering intact and previously undiscovered paleontological resources would be minimal. <br />Nonetheless, there is a possibility that these small-scale construction projects may expose <br />paleontological resources during ground disturbing activities. To reduce such risks, CAP 2.0 projects <br />and actions would be reviewed for consistency with geotechnical and paleontological regulations <br />prior to final siting and construction. CAP 2.0 projects would be required to implement BMPs in <br />accordance with the Pleasanton General Plan, including Conservation and Open Space Program 5.3 <br />that requires implementation of best practices when previously undiscovered historic and <br />prehistoric resources are unearthed during project construction, and the Pleasanton Standard <br />Specifications and Details.61,62 In addition, the CAP 2.0 projects would be located and designed <br />strategically to reduce ground disturbance to the maximum extent possible. Therefore, the CAP 2.0 <br />would result in a less-than-significant impact related to paleontological resources and unique <br />geologic features. <br />Cumulative Impacts <br />The cumulative projects scenario is overall General Plan buildout for Pleasanton in 2025 plus <br />Pleasanton population projections through 2045. CAP 2.0 projects, in combination with other <br />cumulative projects anticipated under General Plan buildout, could expose additional people and <br />property to the low to moderate seismic and geologic hazards that are present in the region. The <br />magnitude of geologic hazards for individual projects, including those associated with <br />implementation of the CAP 2.0, would depend upon the location, type, and size of development and <br />the specific hazards associated with individual sites. Specific geologic hazards associated with <br />individual project sites would be limited to those sites without affecting other areas. Similarly, <br />potential impacts to paleontological resources associated with each individual site would be limited <br />to that site without affecting other areas, and impacts related to these resources would be <br />minimized on a case-by-case basis.
