City of Pleasanton <br />Pleasanton Climate Action Plan 2.0 <br /> <br />20 <br />Implementation of CAP 2.0 strategies and actions listed in Table 2 could result in physical changes to <br />the environment that could potentially have an impact on the environment. While individual <br />projects resulting from these actions have not been identified for the purposes of this document, <br />the types of actions that could result from realization of CAP 2.0 strategies are taken into account in <br />considering potential environmental impacts that could occur through implementation of CAP 2.0. <br />For example, projects or actions requiring ministerial approval, such as installation of EV charging <br />stations and supporting infrastructure, as well as new bicycle or pedestrian facilities, would <br />introduce physical changes related to the temporary presence and operation of construction <br />vehicles and equipment during installation of required facilities and the long-term presence of new <br />facilities such as bike and pedestrian facilities, solar arrays, and EV charging stations, which could <br />alter pedestrian and vehicular traffic patterns. Future plans or projects requiring discretionary <br />approval would be subject to environmental review under CEQA, and individual impact analyses will <br />identify required plan- or project-specific mitigation measures where applicable. <br />Cumulative Projects Scenario <br />For purposes of CEQA cumulative impacts analysis of CAP 2.0, the cumulative projects scenario is <br />buildout of the 2025 Pleasanton General Plan plus Pleasanton population projections through 2045. <br />The Pleasanton 2025 General Plan Land Use Element assumes a total of 29,600 housing units and <br />35,000,000 gross square feet of non-residential development by the general plan horizon year in <br />2025.8 In addition, the CAP 2.0 projects a population of 83,014 persons by 2030 and 97,859 persons <br />by 2045.9 These are slightly higher than ABAG’s 2018 population projections for 2030 but are <br />utilized to provide a conservative analysis.10 <br />Required Approvals <br />City of Pleasanton <br />Required approvals include: <br /> Adoption of the CAP 2.0 Initial Study-Negative Declaration; and <br /> Approval of CAP 2.0. <br />Although individual plans or projects may be implemented later under the umbrella of CAP 2.0, each <br />individual plan or project would be subject to separate environmental review under CEQA. <br />Other Public Agencies <br />The City of Pleasanton has sole approval authority regarding CAP 2.0.
