ATTACHMENT 5 <br />Appeal to Planning commission denying P20-1053 project due to parking deficiency. <br />Project address: 218 Ray St., Pleasanton, CA, 94566 <br />01/27/2022 <br />Dear City Council members, <br />The project proposal is to add a 2 -bedrooms, only 1,069 sq. ft unit at the back of the parking lot, <br />providing 2 carport parking spots dedicated to the residential unit. All architectural features and <br />Landscaping were configured to the approval of the City Staff and PC. However, on the existing <br />commercial building side, the site will be deficient by one- half parking spot that rounds up to 1 full spot. <br />The PC denied the project pushing approval of in -lieu fees that was suggested by City Staff to the City <br />council approval. <br />We are appealing the denying of the project by the PC on its meeting on January 12th, 2022. <br />City Staff were in approval of paying in -lieu fees as this has been approved recently on other commercial <br />projects in the C -C zone, City staff has examples to present to the City council. <br />Ours immediate neighbors of the 216 Ray St. and Adobe Plaza owner next door were supportive to the <br />project sending letters of support, as we never caused parking issues or overflow from our site to theirs. <br />As owners and developers, we are appealing for that decision requesting to pay in Lieu parking <br />fees for the one spot at the Council discretional approval which was honored to other projects in the <br />past. <br />At the Planning commission meeting, members were divided and pushed the issue of the in -lieu <br />fee approval to the City Council. During the meeting City Staff and owner advised the PC that instead of <br />going back and forth, to go ahead and vote whether deny or approve the project so we can go raise the <br />issue to the City Council for final decision. <br />FYI, in the past 20 years, our property site at 218 Ray St. was approved before -may be twice- for a <br />number of residential units to be incorporated on site in the yr. around 1990 and in yr.2006 for much <br />bigger square footage of residential unit, not just one unit that is only 1,000 sq. ft! <br />Owners are asking the City Council to pay in lieu parking fees for that one parking spot that is <br />deficient on the commercial building side dedicating the 2 added carport parking spots that are under <br />the unit for its residents. <br />The developer of that project and owners are offering, in exchange, to provide and open our whole <br />commercial parking lot to be used by all members of the public during weekends (Saturday and Sunday). <br />This way we help the community and the central core area to use this area and park in our parking lot to <br />access the shops and dine outside in the downtown area c -c zone, helping the local businesses. We are <br />willing to help the community by helping to solve the parking issue in Pleasanton downtown during the <br />weekends. <br />
