Public Comment from the audience regarding items not listed on the agenda — <br />Speakers are encouraged to limit comments to 3 minutes. <br />There were no members of the audience wishing to address the Commission. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />5. P20-0568, Dr. Wassim Naguib, 218 Ray Street — Workshop to review and receive <br />comments on a Preliminary Application to construct a two-story 1,174 -square -foot one -unit <br />apartment building behind an existing commercial building located at 218 Ray Street. <br />Zoning for the property is Central Commercial (C -C), Downtown Revitalization, Core Area <br />Overlay. <br />Associate Planner Megan Campbell presented the specifics of the item in the Agenda Report. <br />Commissioner Allen inquired whether parking lifts were commonly used in highly visible <br />residential and downtown areas. Community Development Director Ellen Clark explained that, <br />although lifts were common in nearby cities such as Berkeley and Walnut Creek, they were <br />usually under structures or underground. Commissioner Allen then inquired about the benefit <br />of using the two lower parking spaces on a parking lift as opposed to using standard parking <br />spaces, and she asked about the dimensions of the lift and whether the base took up parking <br />spaces. Ms. Campbell clarified the lift was narrow and it would not necessarily take up <br />additional parking spaces. She also explained that if the lift were not installed it would reduce <br />parking to 10 parking spaces as opposed to the 12 required by the Downtown Specific Plan <br />(DSP) for ground floor residential. Commissioner Allen also inquired about the status and <br />plans for the Historic Kottinger Barn. Ms. Campbell confirmed the Kottinger Barn was a historic <br />building. Ms. Clark stated it was a designated State historic resource and she was unaware of <br />any plans. <br />Commissioner Balch asked for further clarification as to why the upper two spaces of the lift <br />were not counted in the parking requirement. Ms. Campbell stated the Commission could <br />make findings that the spaces could be counted under the DSP.
