The City Council's review is "de <br />novo" and should consider all the criteria set forth in PMC Chapter 18.20. <br />Past Approvals of In -Lieu Parking Fees <br />In -lieu parking payments are permitted in the PMC for projects in the subject zoning <br />district and have been accepted by the City in the past. Below are a handful of <br />examples over the past several years (this list is not all inclusive): <br />• 2016 (PUD -109): for a mixed-use project at 273 Spring Street; in -lieu parking <br />agreement required and approved for one parking space. <br />• 2015 (P14-1024, P14-1025, and PUD -107): for a mixed-use project at 377 St. <br />Mary Street; in -lieu agreement required and approved for three parking spaces. <br />• 2015 (P15-0142): for a commercial building at 725 Main Street; in -lieu parking <br />agreement required and approved for three parking spaces. <br />• 2014 (P14-0029): for a commercial project at 511 Main Street; in -lieu parking <br />agreement required and approved for 21 parking spaces. <br />Additionally, an in -lieu agreement was approved on the subject site as follows: <br />• 2002 mixed use project at 218 Ray Street; in -lieu parking agreement required <br />and approved for four parking spaces. <br />DISCUSSION <br />Project Design <br />The proposed development includes the construction of a new residential unit on an <br />8,510 square -foot site with an existing commercial building. The proposed infill <br />development conforms to the General Plan, Downtown Specific Plan (DSP), and Zoning <br />including the density, height, and proposed use. It also conforms to the Climate Action <br />Plan 2.0 and incorporates solar and electric vehicle charging. <br />Internal circulation of the site will remain largely unaltered with access via the existing <br />drive aisle from Ray Street. The proposed project involves minor site modifications <br />including reorganizing the parking,, relocating the trash cans, and providing new <br />landscaping. <br />The adjacent buildings to the subject lot are one- and two-story buildings and the <br />proposed two-story residential unit will be substantially screened from view with <br />intermittent visibility along Ray Steet. While visible from the immediate neighboring <br />properties, the proposed building has consistent massing to those structures and is <br />designed to minimize its scale through its building design (i.e., articulation such as <br />building insets, color and material changes, and architecture] detailing). The proposed <br />building design also includes architectural detailing consistent with the existing building <br />on-site (e.g., uses matching materials and architectural style). <br />More details relating to the project design can be found in Attachment 3.
