Public Comment <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission adopt the attached resolution approving <br />P20-1053, based on the required findings and subject to the draft conditions of approval <br />(COAs) listed in Exhibit A. <br />EXECUTIVE SUMMARY <br />The applicant proposes to construct a 1,069 square -foot two-story single-family unit behind an <br />existing commercial building on Ray Street. The project includes associated site improvements <br />including new landscaping and vehicular parking (including a new parking lift) as described <br />further below. The proposed improvements were reviewed by the Planning Commission <br />through a Preliminary Application (P20-0568) workshop on August 26, 2020 and is subject to <br />Design Review. The project has been modified slightly since the workshop as described further <br />in the report. Changes include relocating the parking lift and reducing the number of vehicle <br />parking spaces provided by the lift, adding landscaping, and altering the exterior design of the <br />
