ATTACHMENT 2 <br /> EDV CATIONA 1DVISO12f0.A1�,1� <br /> Altamont Lanclfil(Settlement Agreement <br /> ��' 2021 Annual Report <br /> Background <br /> In 1999,the cities of Livermore and Pleasanton,the Sierra Club and the Northern California Recycling <br /> MCRA Association(NCRA)entered into a settlement agreement with Alameda County and Altamont Landfill.The <br /> Chair Altamont Landfill Settlement Agreement created the Altamont Education Advisory Board to propose <br /> RuthA66e allocation of funds in the Education Account for recycling education programs,job training in the field of <br /> waste prevention and recycling and mitigating the impacts of the landfill operations in the affected <br /> community.Funds generated from the$0.34 per ton surcharge amount to approximately$500,000 annually. <br /> City of Livermore There are five voting members on the Education Advisory Board:one appointed by the Livermore City <br /> Vice-chair Council;one appointed by the Pleasanton City Council;two appointed by NCRA;and the Alameda County <br /> senna catty Recycling Board's Environmental Educator. <br /> The role of the Education Advisory Board is to annually propose the allocation of funds from the Education <br /> City of Tkasanton Account by submitting an Expenditure Plan by April 1 of each year.Concurrence of Alameda County,the <br /> Tony Dennis cities of Livermore and Pleasanton,and NCRA on the Expenditure Plan is necessary before funds are <br /> allocated. <br /> MCRA Funds are collected from the Altamont Landfill by the Alameda County Treasurer.The County then remits the <br /> annual allocation to the agency administering the funds(07-08 City of Pleasanton,08-13 and out years,City of <br /> Vacant Livermore)for disbursal to grant recipients. <br /> 2021 Activities <br /> Annetta County The 2021 Expenditure Plan was approved by each of the parties in the spring of 2021.The Expenditure Plan <br /> 1Rrycfing Board proposed the following allocations: <br /> Eric Navel <br /> Board Communications,website $5,000 <br /> Mini-Grants $100,000 <br /> Board Assistant Project Grants $230,000 <br /> Lauren Jenkins Board Initiated Project Grants $50,000 <br /> Multi-Year Grants $185,000 <br /> ALARM mitigation projects $0,000 <br /> Fund administration $30,000 <br /> TOTAL $600,000 <br /> Based on the allocation established by the Expenditure Plan,the Education Advisory Board released a Request <br /> for Grant Applications for mini-grants,project grants,board initiated project grants and multi-year grants <br /> pursuant to the guidelines established in the settlement agreement. <br /> Mini-grants <br /> The Education Advisory Board awarded 26 Mini-Grants for projects meeting the grant criteria,as follows: <br /> Mini-Grant#:21-01 Resilience Birthright,Inc.,Earth Warrior Training and Awards Ceremony, <br /> Alameda,West County,$3,000.00-Funds will be used to work with partnering schools,community leaders, <br /> and affiliated organizations in mobilizing an Earth Warrior task force for their communities. <br /> Mini-Grant#:21-02 Lions Center for the Visually Impaired,You Can Do It! LCVI Reduce,Reuse, <br /> Recycle Awareness,Pittsburg,West County,$2,900.00-Funds will be used to expand awareness and <br /> education on the benefits and environmental protection and preservation that starts with YOU on America's <br /> National Recycle Day. <br /> Mini-Grant#:21-03 Oakland Unity Middle School,OUMS Sustainability Mini-Grant Project 1: <br /> Sustainability and Education in Students,Oakland,West County,$3,000.00-Funds will be used to build <br /> a positive mindset and practice around sustainability with students by taking students to landfills,recycling <br /> center or food recovery centers in partnership with Northern California Recycling Association. <br />
