1 <br /> CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> November 16, 2021 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> Mayor Brown called the teleconferenced regular meeting of the City Council from various remote <br /> locations to order at the hour of 7:03 p.m. Councilmember Balch led the Pledge of Allegiance and <br /> provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Absent: None <br /> CONGRATULATING CITY MANAGER NELSON FIALHO ON HIS RETIREMENT <br /> Alameda County Supervisor Nate Miley stated it has been a pleasure working with City Manager <br /> Nelson Fialho since 2011. He recited a commendation from the Alameda County Board of Supervisors <br /> in recognition of his 25 years of work for the City, including 17 as City Manager, benefitting the <br /> residents of Pleasanton, the Tri-Valley, and Alameda County. He added he has made a funding request <br /> to the County for the mental health initiatives being discussed later in the meeting. <br /> Katelyn Keeshen, representing Assemblymember Rebecca Bauer-Kahan, thanked City Manager Fialho <br /> for his dedication and admirable service to the City. <br /> Mallory De Lauro, representing Congressman Eric Swalwell, expressed sincere gratitude and <br /> appreciation for City Manager Fialho's work for the residents of Pleasanton and congressional district <br /> 15. She added Congressman Swalwell will be entering comments commending City Manager Fialho <br /> into the Congressional Record this week. <br /> In recorded video comments, Senator Steve Glazer congratulated City Manager Fialho for his service <br /> and leadership in the City. He listed numerous accomplishments over his tenure as City Manager. <br /> Mayor Brown expressed appreciation for all City Manager Fialho did over their nine years working <br /> together, highlighting his ability to collaborate with others. She singled out his collaborative work with <br /> the County on the Alameda County Fairgrounds vaccination site. <br /> Councilmember Narum expressed she is sorry to see City Manager Fialho leave. She stated he has <br /> met the challenge of running the City with grace and grit. She listed some of his many lasting <br /> accomplishments and noted his ability to always aim high sets him apart along with being a statesman <br /> in adversarial times. She commended him for serving with humility and grace and the partnerships he <br /> formed to the City's benefit. <br /> Councilmember Testa thanked City Manager Fialho for helping navigate the City in good times and <br /> bad. She spoke to the longevity of their friendship and noted his passion was evident long before he <br /> became City Manager. <br /> Councilmember Arkin thanked City Manager Fialho for his years of service, dedication, and <br /> commitment. She lauded his lengthy list of accomplishments. She stated it has been great working with <br /> him as a Councilmember and noted how well he helped get her up to speed with his accommodations. <br /> Councilmember Balch thanked City Manager Fialho for his service to the City. He noted the team he <br /> has built has accomplished great things and even made it look easy at times. He commended his <br />
