Would the project conflict with or obstruct implementation of the applicable air quality plan? <br />The federal Clean Air Act (CAA) governs air quality in the United States and is administered by the <br />U.S. EPA at the federal level. Air quality in California is also governed by regulations under the <br />California CAA, which is administered by CARB at the State level. At the regional and local levels, <br />local air districts typically administer the federal and California CAA. As part of implementing the <br />federal and California CAA, the U.S. EPA and CARB have established ambient air quality standards <br />for major pollutants at thresholds intended to protect public health. Pleasanton is located within the <br />San Francisco Bay Area Air Basin (the Air Basin), which includes the nine Bay Area counties of <br />Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solana, <br />and southern Sonoma. The Air Basin is under the jurisdiction of the Bay Area Air Quality <br />Management District (BAAQMD). As the local air quality management agency, BAAQMD is required <br />to monitor air pollutant levels to ensure that State and federal air quality standards are met and, if <br />they are not met, to develop strategies to meet the standards. Depending on whether or not the <br />standards are met or exceeded, the Air Basin is classified as being in "attainment" or <br />"nonattainment." Under State law, air districts are required to prepare a plan for air quality <br />improvement for pollutants for which the district is in non -attainment. BAAQMD is in non - <br />attainment for the State and federal ozone standards, the State and federal PM2.5 (particulate <br />matter up to 2.5 microns in size) standards, and the State PM10 (particulate matter up to 10 microns <br />in size) standards and is required to prepare a plan for improvement.27 The sources, health effects, <br />and typical controls associated with criteria pollutants are described in Appendix A. <br />27 Bay Area Air Quality Management District (BAAQMD)- 2017.
