City of Pleasanton <br />Pleasanton Climate Action Plan 2.0 <br />■ Policy 8: Preserve as permanent open space all areas of outstanding scenic qualities or areas <br />which provide extraordinary views of natural and human -made objects. <br />■ Policy 12: Preserve heritage trees throughout the Planning Area. 19 <br />Subregional Planning Element <br />• Policy 13: Enhance community identity through the protection of community separators, scenic <br />hillsides, and ridgelines.20 <br />The CAP 2.0 would not involve land use or zoning changes but would instead promote sustainable <br />infrastructure development and redevelopment through policies and programs. Implementation of <br />some CAP 2.0 Actions related to transportation, renewable energy, and GHG sequestration may <br />result in physical changes that could impact scenic resources. Specifically, CAP 2.0 Actions S3 and P4 <br />promote installation of small-scale solar PV systems and associated battery energy storage systems <br />at existing municipal facilities and in new developments. CAP 2.0 Action P5 encourages the <br />installation of EV charging stations and supporting infrastructure. Additionally, CAP 2.0 Actions P13 <br />and S8 facilitate the expansion of the urban forest and green stormwater management <br />infrastructure within Pleasanton. <br />Implementation of small-scale solar panels and battery storage, introduction of EV charging <br />infrastructure, planting additional trees, and developing new green stormwater management <br />infrastructure such as bioswales and retention basins may slightly change the scenic character of the <br />Pleasanton community. However, future CAP 2.0 -related projects would be located and designed to <br />be complimentary to existing land uses and would be required to adhere to the City development <br />zoning and regulations described under Responses 1a. and b., above, that seek to preserve the <br />character of Pleasanton and minimize environmental impacts. In addition, CAP 2.0 projects and <br />actions would be reviewed for consistency with the Pleasanton General Plan policies highlighted <br />above and other applicable regulatory land use actions prior to approval. Therefore, the CAP 2.0 <br />would not conflict with applicable zoning and other regulations governing scenic quality and would <br />result in a less than significant impact. <br />d. Would the project create anew source of substantial light or glare that would adversely affect <br />daytime or nighttime views in the area? <br />The CAP 2.0 would not involve land use or zoning changes. Rather the CAP 2.0 would promote <br />sustainable infrastructure development and redevelopment that is complimentary to existing land <br />uses in the City. As a policy document, the CAP 2.0 would not directly result in impacts related to <br />light and glare. However, implementation of CAP 2.0 Actions S3 and P4 encourage or require the <br />installation of solar panels and battery storage systems at new developments and select existing <br />municipal farilitiP.S. Solar canals have the potential to result in new sources of glare within <br />Pleasanton if not thoughtfully designed and located. The design and location of proposed solar <br />infrastructure would be complimentary to existing development in Pleasanton, such as the addition <br />of small-scale rooftop solar panels, in order to reduce potential glare impacts within Pleasanton. <br />Furthermore, CAP 2.0 projects and actions would be reviewed for consistency with the CCR Title 24 <br />lighting standards (CCR Title 24 Part 6) and PMC Section 18.20, Design Review, which includes a <br />19Pleasanton, City of. 2009.
