Initial Study <br />Strategy MC -2: Enhance sustainable production and reduce consumption <br />S5 Environmentally preferable purchasing policy: Adopt City environmentally Secondary <br />preferable purchasing policy. Include alternatives for the most carbon -intensive <br />materials that the City purchases, such as building materials (e.g., concrete, <br />metals, etc.). <br />S6 Embodied carbon reduction plan: Participate and support a regional Embodied Secondary <br />Carbon Reduction Plan (i.e., considering the footprint of the material including <br />resources needed to produce the materials) to reduce the carbon content of <br />materials that include a variety of approaches, for example whole building <br />lifecycle analysis for new construction. <br />Strategy NS -1: Increase and optimize carbon sequestration and improve ecosystem resilience <br />P13 Urban Forest Master Plan: Develop and implement an Urban Forest Master Plan 2030: 73,253 <br />increasing carbon sequestration through trees. The plan should aim to protect and 2045: 195,340 <br />increase tree canopy, include a planting program, require climate adapted <br />plantings for certain projects, and create a community planting guide. <br />P14 Soil management carbon sequestration projects: Increase carbon sequestration <br />2030: 621 <br />on public lands by implementing carbon sequestration projects on City property <br />2045: 621 <br />(e.g., soil at parks) and reducing use of synthetic nitrogen fertilizer. Increase <br />carbon sequestration on private lands by increasing the awareness of and <br />subsidizing the cost of compost and encouraging the use of compost exceeding <br />water efficient landscape ordinance (WELD) standards. <br />S7 Carbon sequestration research and tracking: Work with regional partners to <br />Secondary <br />develop methods to track carbon sequestration in the urban landscape. Stay <br />apprised of methods to track carbon sequestration and technological <br />advancements available that mechanically and naturally captures carbon and/or <br />remove carbon. <br />Water Resources <br />A <br />Strategy WR -1: Improve water supply and increase conservation <br />P15 Water efficiency and retrofits: Decrease community water use by expanding Negligible (not <br />incentives for retrofitting inefficient water fixtures and further incentivize native quantified) <br />and drought tolerant landscape retrofits. <br />Strategy WR -2: Improve stormwater resilience <br />S8 Green Stormwater Infrastructure Plan: Participate and support regional Green Secondary <br />Stormwater Infrastructure Planning efforts that builds off and supports the City's <br />National Pollutant Discharge Elimination System (NPDES) permit to ensure a <br />sustainable approach for managing stormwater runoff (e.g., incorporating green <br />roofs, rainwater catchment, etc.). <br />Final Initial Study — Negative Declaration 17 <br />
