City of Pleasanton <br />Pleasanton Climate Action Plan 2.0 <br />an environmental impact in CEQA is considered a mechanism for achieving State and regional GHG <br />emissions reduction goals. <br />Bay Area Air Quality Management District CEQA Guidelines <br />The Bay Area Air Quality Management District (BAAQMD) encourages local governments to adopt a <br />GHG Reduction Strategy that is consistent with AB 32 goals. The GHG Reduction Strategy may <br />streamline environmental review of community development projects. According to the BAAQMD, if <br />a project is consistent with a GHG Reduction Strategy, then it can be presumed that the project will <br />not have significant GHG impacts. This approach is consistent with State CEQA Guidelines, Section <br />15183.5: <br />Lead agencies may analyze and mitigate the significant impacts of GHG emissions at a <br />programmatic level, such as ... a plan to reduce GHG emissions. Later project -specific <br />environmental documents may tier from and/or incorporate by reference that existing <br />programmatic review. Project -specific environmental documents may rely on an [Environmental <br />Impact Report] containing a programmatic analysis of GHG emissions. <br />Alameda County Countywide Transportation Plan <br />In 2020, The Alameda County Transportation Commission adopted the Countywide Transportation <br />Plan (CTP) to provide the County with a long-range plan for establishing the vision and priorities for <br />transportation over a 30 -year planning horizon. The CTP seeks to enhance and expand public transit, <br />bicycle facilities, and pedestrian access within the County in order to improve mobility and access <br />for all segments of the population and promote public health, environmental sustainability, and <br />climate resiliency. The plan identifies 93 projects across the county including greenways and trails, <br />transit capacity improvements, sea level rise adaptation, and multimodal corridors. Priority projects <br />identified for Pleasanton include the West Las Positas Bike Corridor Improvements, 1-680 Sunol <br />Interchange Modernization, and Dublin/Pleasanton Active Access Improvements to BART.6 <br />Alameda County Climate Protection Project and Cities for Climate Protection <br />Campaign <br />In 2009, the Alameda County Climate Protection Project and Cities for Climate Protection Campaign <br />organized a coordinated effort by all 14 cities in Alameda County, including Pleasanton, to reduce <br />the emissions that cause global warming as well as improve air quality, reduce waste, cut energy <br />use, and save money. Participants work together across jurisdictions focusing on key action areas, <br />such as energy efficiency, transportation, and waste reduction, and on specific projects best <br />addressed by a regional effort, such as collaborative grant applications and electric vehicle related <br />infrastructure. <br />East Bay Community Energy Community Choice Aggregation Program <br />East Bay Community Energy (EBCE) is a public agency based in Oakland and governed by a Board of <br />local elected officials from each of the participating jurisdictions. In 2018, EBCE began supplying East <br />Bay communities with renewable energy -sourced electricity. Renewable energy is energy that <br />comes from resources that are naturally replenished, create no carbon emissions, and include small <br />hydroelectric, solar, wind, biomass, biowaste, and geothermal sources. At EBCE, renewable energy <br />is specifically provided by solar and wind sources. Purchasing electricity from EBCE is a way to <br />6 Alameda County Transportation Commission (ACTC). 2020.
