General Plan Program 10.1: Use planned unit development (PUD) zoning for <br />residential properties that have unique characteristics or to accommodate <br />development that does not fit under standard zoning classifications. <br />Zoning: The site is zoned PUD-LDR, which, per the PMC, would require <br />development standards for the project to be established as part of the PUD <br />development plan. <br />A detailed analysis and discussion of the proposed project including discussion of <br />consistency with the General Plan and zoning, site design, building design, landscaping, <br />fencing, noise, etc., are included in the attached Planning Commission agenda report, <br />Attachment 2. <br />As proposed, the project would promote General Plan goals, policies, and programs <br />related to encouraging appropriate infill development, and would allow reuse of a vacant <br />and underutilized parcel that is adjacent to existing residential development. As detailed <br />in the Planning Commission agenda report, staff and the Commission concluded the <br />proposed siting of the new dwelling and site improvements are consistent with <br />applicable density and development standards. The Commission further found the <br />design of the project to be consistent with the nearby streetscape, that it would provide <br />adequate off-street parking, and would be appropriately scaled and compatible with the <br />neighborhood. <br />Growth Management Aareement <br />The City's Growth Management Ordinance (GMO) regulates the number of residential <br />building permits that can be issued each year to assure a predictable growth rate while <br />providing housing. The GMO currently allows a total of 235 Growth Management Unit <br />Allocations (GMUAs) to be issued per year. The proposal is to add one single-family <br />residence. As such, the net increase on the lot is one single-family home, which would <br />be within the total allocation available for 2022. Condition of approval No. 6 of Exhibit A <br />in Attachment 1 requires the property owner to secure Growth Management approval <br />prior to obtaining construction permits. <br />PUBLIC NOTICE <br />Notice of this application was sent to surrounding property owners and tenants within a <br />1,000 -foot radius of the site and published in the newspaper. The noticing map is <br />included as Exhibit C in Attachment 2. At the time this report was published, staff has <br />not received any public comments. <br />ENVIRONMENTAL ASSESSMENT <br />Environmental review for the proposed project was undertaken with the Initial <br />Study/Negative Declaration adopted by the City Council for RZ-97-2 in conformance <br />with the standards of the California Environmental Quality Act (CEQA). There are no <br />substantial changes to the project or the circumstances under which the project is being <br />undertaken that involve new significant environmental effects or that substantially <br />increase the severity of previously identified effects.
