Framework <br /> In addition to the above discussion, staff has considered other factors including traffic <br /> and circulation in/around the downtown as transportation patterns return to pre- <br /> pandemic levels, and impact to downtown residents and businesses that are less <br /> supportive of very frequent events. Based on all input and deliberations over the past <br /> two years and particularly from the recent feedback, City staff recommends the 2022 <br /> Weekend on Main program be resumed and incorporated into the Pleasanton <br /> Downtown Association's annual events programming and implemented as follows: <br /> • First weekend of month <br /> • Street closure: 4:00 pm on Fridays — 9:00 pm on Sundays <br /> • Programing by PDA on Saturdays <br /> • If successful this year, PDA would explore expanding the number of street <br /> closures per month in coming years. <br /> Timeframe <br /> Given the discussions with all the stakeholders, staff is recommending the Weekend on <br /> Main street closures be held May through October in 2022. Staff sees this <br /> recommendation as finding a balance in equitably supporting the diversity of merchants <br /> as well as engaging the community, while reducing the direct and indirect impacts of the <br /> closures on neighborhoods within and surrounding the downtown. It also reflects the <br /> PDA's capacity to implement and program the weekend street closures, which the PDA <br /> has indicated it can do on a once per month frequency. <br /> For Council consideration is the addition of street closures in November and December <br /> as recommend by the PDA. While adding November and December will be welcomed <br /> by the restaurants and many in the community, there is expressed concern by the <br /> retailers that this will interfere with their ability to maximize shopping during the holiday <br /> season. PDA acknowledges this concern but believes that with well-planned and <br /> collaborative programmed activities during those months all merchants in the downtown <br /> will be supported. <br /> City staff certainly supports the PDA's collaboration with restaurants and retailers on <br /> cross-promotion marketing, with a shop local approach, and will assist in messaging to <br /> the community. Additionally, as noted City staff will work closely with PDA to ensure any <br /> activities planned for December support, and do not interfere with, the holiday parade <br /> and tree lighting. <br /> SUMMARY <br /> Staff sees this framework as finding a balance in equitably supporting the diversity of <br /> merchants as well as engaging the community, while reducing the direct and indirect <br /> impacts of the closures on neighborhoods within and surrounding the downtown. <br /> Therefore, staff recommends the City Council: <br /> • Approve the framework and estimated expenditures of up to $118,000 for the <br /> 2022 Weekend on Main street closure program: <br /> o First weekend of month <br /> o Street closure: 4:00 pm on Fridays — 9:00 pm on Sundays <br /> Page 5 of 6 <br />
