The HVSP circulation system includes a bypass road, intended to route traffic off <br /> of these two existing streets through a new road connection across the upper (hillside) <br /> portion of the Spotorno property. The HVSP links the construction of the bypass road in <br /> two segments with development of the Spotorno parcels (and funding from the <br /> developers and City): HVSP Lot 96 with a maximum of five new homes, HVSP Lot 97 <br /> with a maximum of 752 new homes, and HVSP Lot 98 with a maximum of 22 new <br /> 2 The ability to actually develop 75 new homes is also questionable under the November 2008 voter-approved Save Pleasanton's <br /> Hills&Housing Cap(Measure PP)which limits properties to 10 or fewer housing units if proposed on areas with slopes of 25%or <br /> greater, or within 100 vertical feet of a ridgeline. <br /> Page 4 of 18 <br />
