Transportation and Circulation <br /> The proposed Spotorno Ranch Drive would connect to Alisal Street near the Faith <br /> Chapel Assembly of God driveway. To avoid any possible driver confusion or conflict, <br /> the Transportation Assessment study prepared for the proposed project recommends <br /> several measures including reconstructing the future intersection of Spotorno Ranch <br /> Road at Alisal Street and providing stop control for vehicles traveling eastbound on <br /> Alisal Street, or consider implementing an all-way stop-control. <br /> The Spotorno Ranch Drive would form a T-intersection at Westbridge Lane. The <br /> Transportation Assessment study recommends the installation of a stop-sign on <br /> Spotorno Ranch Road at the new T-intersection for vehicles turning to Westbridge <br /> Lane. Proposed conditions of approval address these items. <br /> Traffic Calming <br /> Traffic calming measures have been considered and evaluated in order to provide safer <br /> roadways. The design of new traffic-calming measure and/or modification of the existing <br /> traffic-calming measures along Alisal Street at Sycamore Road and at Alisal Court <br /> would be required to be consistent with the rural nature of the roadway. The installation <br /> of new traffic-calming measures (e.g. speed lumps) on Spotorno Ranch Drive would be <br /> consistent with the City's Neighborhood Traffic Calming Program. A proposed condition <br /> of approval would address this item. <br /> Pedestrian and Bicyclist Safety <br /> Safety issues concerning pedestrians and bicyclists in the Happy Valley area, in <br /> general, have been raised by area residents, particularly the limited area available for <br /> pedestrians to walk alongside Alisal Street and other major roadways. As proposed, <br /> sidewalk and trails within the project area would provide safe and expanded travel <br /> routes for use by both pedestrians and bicyclists. The sidewalk and these trails would <br /> be constructed as part of the development. <br /> While the project would be responsible for improvements along its frontage, including a <br /> segment of trail along Alisal Street, a county street, and along Westbridge Lane, staff <br /> has advocated for there to be additional improvements installed with the project, to <br /> further enhance conditions for pedestrians and cyclists. One such improvement is <br /> installation of an enhanced pedestrian path on the segment of Alisal Street north of the <br /> project site, with installation of a 3-6 foot wide soft surface path/improved shoulder. In <br /> making its recommendation, and after hearing concerns from a number of residents <br /> about pedestrian safety along Alisal Street, the Planning Commission included a <br /> modified Condition of Approval No. 18 to require construction of this improvement with <br /> the project. <br /> Since the Planning Commission meeting, staff has discussed with the applicant more <br /> details on how the trail would be constructed and funded and reached agreement on an <br /> amended Condition of Approval. The revised condition would have the applicant design <br /> and construct the pedestrian facility along Alisal Street at the time that other subdivision <br /> improvements are installed, and would allow for Capital Facilities and Transportation <br /> Page 14 of 18 <br />
